Experience
Mr. Carpio's principal expertise is in Government Procurement, Construction and Administrative Law, and advises companies which execute contracts with the State, regarding asset acquisition, rendering of services, consultancy and public works execution.
Moreover, he advises the maximum administrative government instance in charge of settling the disputes that arise between private companies and public entities in the selection processes and subsequent contracting carried out under the bidding proceedings called by the government.
He has also served as arbitrator appointed by Consejo Superior de Contrataciones y Adquisiciones del Estado (the Higher Council of Government Procurement and Acquisitions) or by the parties, to settle the controversies arising during the performance of contracts executed by the State.
Mr. Carpio has participated in the reform of the Single Regulations of Bidding Proceedings and Public Works Contracts, and the Single Regulations of Acquisitions; the General Regulations of Advisory Activities; as well as in the drafting of the current Government Procurement and Acquisitions Law and its Regulations.
Within his expertise in Administrative and Public Law, he has participated in the process concerning the Reform and Simplification of the State carried out by the Presidency of the Council of Ministers.
