| Experience Mr. Silva's principal expertise is in matters related to the prevention of insolvency, as well as the cessation and suspension of payments, according to the Peruvian bankruptcy laws. He also represents creditors in the appropriate recovery of their credits, and advises debtors in economic trouble in order to allow them to continue with their activities under the financial reorganization system, or, if applicable, to exit the market in orderly fashion by dissolution and winding-up. Moreover, he has significant experience in Administrative Law, chiefly in procedures related to government procurement. He has held the positions of legal assistant (1996-1997) and technical secretary (1998-1999) of the Financial Reorganization Committee of Instituto de Defensa de la Competencia y de la Protección de la Propiedad Intelectual [National Institute for the Defense of Competition and Protection of Intellectual Property] (INDECOPI). He participated in a variety of processes aimed at amending the Peruvian bankruptcy laws, which ended with the enactment of the Financial Reorganization Law, the Law on the Strengthening of the Financial Reorganization System and the General Bankruptcy System Law. He has been a speaker and panelist at various seminars and conferences on Administrative and Bankruptcy Law. Mr. Silva has served as professor of Civil Law at the Law School of Universidad Peruana de Ciencias Aplicadas (UPC). Memberships Lima Bar Association. Languages Spanish and English. |
