Experience

Ms. Quiñones' principal expertise is in Administrative, Public Services and Commercial Law, with a special emphasis on regulatory and legal issues related to the telecommunications and electricity areas.

A major part of her work focuses on advising electricity and telecommunications companies, as well as chief corporate clients and the Economic Operation Committee of the National Interconnected Electric System (COES-SEIN), on the legal and regulatory aspects of electricity and telecommunication activities.

Her practice encompasses matters such as privatization proceedings and the awarding of infrastructure and public services concessions; the preparation and negotiation of contracts involving concessions, interconnection, supply, services and shared use of infrastructure; and the design of the appropriate strategy and defense in proceedings initiated before regulatory bodies, ministries, arbitration tribunals and the Judiciary on the awarding of concessions, tariffs, free competition and the regulation of public services in general.

She has had primary or significant responsibility for the representation of clients in a variety of privatization and concession processes, which include the most important bidding proceedings in the telecommunications and energy areas. She is currently the chairman of Instituto de Derecho de los Servicios Públicos (IDESER) [Public Services Law Institute], an association which gathers lawyers within this area of expertise.

Moreover, she has advised clients on bond issuance, debt instruments, shares and ADRs, including the largest transaction of this kind in the history of Peru, where she represented the foreign investment bank consortium that led the issuance of a telecommunications company's ADRs listed in the New York Stock Exchange.

She teaches the Private Investment and Concessions Course of the Master of Business Law Program at Universidad Peruana de Ciencias Aplicadas (UPC) [Peruvian University of Applied Sciences].

Ms. Quiñones has lectured and taught the Infrastructure and Public Services Concessions Course of the Professional Training Program in Telecommunications organized by Organismo Supervisor de la Inversión Privada en Telecomunicaciones - OSIPTEL [Supervising Agency of Private Investment in Telecommunications] (1998 -2002). She has also served as arbitrator of the OSIPTEL Arbitration Center.

Moreover, she has been a professor of Tax Law in the Master of Real Estate and Construction Companies Management Program (1995-1996), and of the Commercial Integration Seminar at the Law School of Pontificia Universidad Católica del Perú (1997- 1999).

She was appointed to the Electric Committee and the Electric Legal Sub-Committee of Sociedad Nacional de Minería, Petróleo y Energía [National Society of Mining, Oil and Energy], the AmCham Telecommunications Committee, and the "B" Consultative Committee on Administrative Law of the Lima Bar Association (2000). She is also a former member of the Board of Directors of Perú Petro S.A. (2001).

Other positions held by Ms. Quiñones include those of director of Sociedad de Beneficencia de Lima Metropolitana (the Metropolitan Lima Charity Organization) (2000-2001), member of the Review Committee of the Code of Commerce (1998 - 1999), and speaker in the Stock Market Program on Financial Law in the Bond and Eurobond Market (1995-1997).
