| Experience Ms. Quiroga has a solid experience in the areas of Regulation, Free Competition, Public Services in general, and Telecommunications in particular, both in the public sector and in national and international private companies, as an external advisor and internal executive officer. She has managerial experience and skills in analysis and writing, decision-making and personnel management. She has had successful results in the implementation of business, institutional and regulatory projects, as well as in negotiations and dispute settlement. She has held the position of Manager of Regulatory Matters in Bellsouth Perú S.A. (2000-2003). In addition, she was an associate at Estudio Yori, Bustamante & Asociados (1998-2000), advising the Office of the Vice Minister of Communications, the General Bureau of Telecommunications and the Unit Specialized in Concessions of the Ministry of Transportation and Communications in arbitration, regulatory projects and various consultancies. She has also provided advice to Apoyo Consultoría, in the telecommunications area, by handling specific inquiries in regulatory powers, interconnection and others. In addition, she served as advisor to the Presidency of the Cabinet Council, the Private Investment Promotion Committee (COPRI, nowadays Proinversión), and Organismo Supervisor de Inversión Privada en Infraestructura de Transporte de Uso Público [Supervising Agency of Private Investment in Public Use Transportation Infrastructure] (OSITRAN). She worked at OSIPTEL (1995-1997), participating in the preparation of several regulations governing the relationship among companies, and among them and their users, as well as in the settlement of disputes related to free competition, unfair competition, interconnection, quality of service and others. Ms. Quiroga is currently a professor of the Regulation Economy Course of the Master of Business Law Program of Universidad Peruana de Ciencias Aplicadas (UPC). Moreover, she has given courses on Public Services Regulation at the Law School of Universidad Peruana de Ciencias Aplicadas (1999- 2002), and has served as professor of the Regulation Economy Course in the Graduate Certification Program in Market Legal Institutions (2000-2002), the Mobile Communications Course in the Graduate Certification Program in Telecommunications Law (2003). She has also taught the Deregulation, Privatization, Liberalization and Free Competition Course of the Graduate Certification Program in Institution and Regulation of Public Services of Pontificia Universidad Católica del Perú (2003). Ms. Quiroga has served as professor of the Law and Economic Regulation Course of the Master of Law Program at Universidad Peruana de Ciencias Aplicadas (2004).
