Experience

Mr. Fuentes' principal expertise is in Civil Law, contracting in general, and government procurement, as well as in regulations applicable to banking and Stock Market activities, and corporate reorganization. He also specializes in Banking and Financial Law, Administrative Law and Constitutional Law.

Given that he advises clients in these areas, he has participated in a variety of privatization processes, as well as in the establishment of new banking and financial enterprises.

He has advised several local and foreign companies on the acquisition of goods or services through bidding proceedings and invitations to tender, from the stage of bid preparation up to its submission and the awarding of the contract. His work also focuses on the negotiation and structuring of contracts in general, acquisitions or sale of companies and like transactions.

Moreover, he has served as advisor to the ministers of Justice and Economy from 1981 to 1984, and participated in the review of the regulations issued between 1968 and 1979, and their amendments by legislative decrees.

In 1990, he was appointed to the Board of Directors of Comisión Nacional Supervisora de Empresas y Valores (CONASEV) [National Supervising Committee of Companies and Securities]. He held this position until 1993, and during this period, he was part of the working groups responsible for drafting the body of laws regulating the stock market.

In 1991, he joined the staff of consultants that initiated the reform of the Tax Administration, and was hired by the IDB for such purpose.

In 1992, he was appointed National Superintendent of Tax Administration, a position which he held until 1994. Simultaneously, he held the position of director of Banco Central de Reserva del Perú (Central Bank of Peru) up to 1995. During his period of office, he proposed the new Tax Code and all the regulations subject-matter of the 1993 tax reform.

In 1995, he was appointed Minister of Labor and Social Promotion, a position which he held until 1996. During this period, he participated in the preparation of the Labor Productivity and Competitiveness Law.

In the academic field, he has served as professor at Universidad de Lima , Pontificia Universidad Católica del Perú , and Universidad del Pacífico .
