COES Contingency Plan

In compliance with the Vice-Ministerial Resolution No. 001-2020-MINEM/VME, the Economic Operation Committee of the National Interconnected System (“COES”), published its Contingency Plan to ensure the continuity of the electric power service during the State of National Emergency. Among the most relevant preventive measures are the following:

  • Processes, communications and publications related to the operation scheduling, real-time operation coordination and COES transfers shall be maintained.
  • All COES staff shall implement Remote working and, in the case of staff that carries out permanent coordination with agents, the annexes are being configured to redirect incoming calls to their cell phones.
  • From March 16, 2020, the COES parties table stopped working, suspending the calculation of deadlines for the presentation and resolution of appeals and all documentation that is not associated with the operation’s programming processes, coordination of real-time operation and COES transfers.
  • The cancellation of the performance of all Generation Units tests has been arranged, including the PR-25 random tests and the effective power and performance tests.

Likewise, it has been arranged to increase the RPF margin to 3.5% and to increase the margin to raise the RSF in order to cover the exit of the largest plant with untimely exit statistics in the last 12 months.• Companies have been requested to report any operational restrictions they may have due to government regulations issued by COVID-19 in order to take them into account in operational programs and real-time operation. On the other hand, companies may continue to send operational information to COES through the usual means, that is, emails, extranet, among others. Likewise, the Engineers Freddy Portal (fportal@coes.org.pe) and Alex León (aleon@coes.org.pe) are appointed to deal with requests for information required by the Authority during the State of National emergency.
