Maximum annual capacity amount for Regional Governments, Local Governments and Public Universities for the issuance of Regional and Local Public Investment Certificates – Public Treasury (CIPRL) are approved

On June 29, 2022, Supreme Decree No. 142-2022-EF (the “SD 142”) was published in the Official Gazette “El Peruano”, by which the Ministry of Economy and Finance approved the maximum annual capacity amount for Regional Governments, Local Governments and Public Universities for the issuance of “Regional and Local Public Investment Certificates – Public Treasury” (CIPRL).

The annexes to the Supreme Decree 142 establish the maximum amount for these entities, as follows:

Regional Governments: According to Annex No. 1 of SD 142, the maximum amount of total annual capacity for Regional Governments amounts to S/.4,119,225,855.00. In this regard, it is worth mentioning that the Regional Government of Cusco (S/.995,829,397.00), the Regional Government of Ancash (S/.581,612,055.00), and the Constitutional Province of Callao (S/.534,107,639.00) would be the entities with the greatest resources.

Local Governments: In accordance with Annex No. 2 of SD 142, the maximum amount of total annual capacity for Local Governments amounts to S/.11,100,636,493.00. It must be noted that the District Municipalities of San Marcos in Huari, Ancash (S/.511,916,540.00), Megantoni in La Convención, Cusco (S/.389,966,437.00), and Yarabamba in Arequipa, Arequipa (S/.220,603,579.00), would be the entities with the largest budget.

Public Universities: Finally, according to Annex No. 3 of SD 142, the maximum amount of total annual capacity for Public Universities amounts to S/.1,017,254,117.00. In this case, the National Universities of San Agustin in Arequipa (S/.106,554,310.00), San Antonio Abad in Cusco (S/.98,043,338.00), and Intercultural of Quillabamba in Cusco (S/.98,043,338.00), would be the universities that have received a higher limit.
