The National Sustainable Infrastructure Plan for Competitiveness 2022-2025 is adopted

On October 24, 2022, Supreme Decree Nº 242-2022-EF was published in the Official Gazette “El Peruano”, which adopts the new National Sustainable Infrastructure Plan for Competitiveness 2022-2025 (“PNISC 2022-2025”).

The PNISC 2022-2025 seeks to strengthen and give continuity to the National Infrastructure Plan for Competitiveness 2019-2022 (“PNIC 2019”). However, in comparison to the latter, the PNISC 2022-2025 seeks to strengthen the inclusion of the sustainable infrastructure approach and the inclusion of social sectors such as Health and Education. To this end, the PNISC 2022-2025 seeks to become a tool that drives economic growth, improves competitiveness, contributes to closing the infrastructure gap and unlocks long-term infrastructure. Likewise, the PNISC 2022-2025 also aims to provide access to public services and, as a result, improve the quality of life of citizens.

The PNISC 2022-2025 has six main sections:

  • In the first section, the performance of the portfolio of 52 projects prioritized in the PNIC 2019 is evaluated and lessons learned are collected. In other words, this first section evaluates the level of progress in the implementation of the PNIC 2019 in two areas: (i) in the execution of the projects, and (ii) in the implementation of the short and long-term recommendations formulated.
  • In the second section, the vision of the PNISC 2022-2025 is offered, which complements the PNIC 2019 and incorporates an approach in which the State seeks to achieve inclusive and sustainable development of society in terms of infrastructure. In this regard, it is mentioned that sustainable infrastructure projects consist of projects that are planned, designed, built, operated and dismantled in a manner that ensures economic, financial, social, environmental and institutional sustainability.
  • In the third section, sector strategies for infrastructure are proposed, including diagnosis, long-term vision and alignment of prioritization criteria with sustainable infrastructure. The relevant sectors are: Transport, Communications, Water and Sanitation, Electricity, Hydrocarbons, Environment, Agriculture and Irrigation, Education, Health and Production.
  • In the fourth section, the basic access infrastructure gap estimated in the PNIC 2019 is presented, which makes it possible to identify the level of infrastructure required in certain sectors to meet the essential demands of the population.
  • The fifth section details the project prioritization methodology and the results it will generate. This methodology is developed in three stages: (i) identification of strategic sectors and preparation of sectoral notes, (ii) ordering of projects based on the application of the project prioritization methodology that considers four dimensions of sustainable infrastructure, and (iii) identification of the most relevant milestones of the prioritized portfolio of projects (deadlines, direct benefits for the population and positive impacts on competitiveness).
  • Finally, the sixth section presents a roadmap with five strategic points: (i) strengthening planning with a territorial approach, (ii) digital transformation, information generation and knowledge management, (iii) consolidating and implementing the concept of sustainable infrastructure, (iv) developing capacities, and (v) strengthening the institution.

In summary, the PNISC 2022-2025 aims to incorporate improvements in the State’s infrastructure planning in order to achieve an inclusive and sustainable development of society.
