CLOSURES AND AUTHORIZATIONS

I. THE REPRODUCTIVE CLOSURE OF BONITO IS TERMINATED

By means of Ministerial Resolution N° 416-2023-PRODUCE, published on December 7, 2023 in the Official Gazette “El Peruano”, the reproductive closure of the bonito resource established by Ministerial Resolution N° 377-2023-PRODUCE was terminated as of 00.00 hours of the day following the publication of the resolution.

II. EXTRACTIVE ACTIVITIES OF THE BONITO RESOURCE ARE SUSPENDED

By means of Directorial Resolution N° 186-2023-PRODUCE/DGSFS-PA published in the Ministry of Production’s Website on December 14, 2023, the extractive activities of the bonito resource carried out with purse seine fishery vessels larger or equal to 20 m3 of well capacity were suspended, as of 00.00 hours of December 15, 2023.

III. EXTRACTIVE ACTIVITIES OF JACK MACKEREL AND MACKEREL FOR LARGER SCALE VESSELS ARE TERMINATED

By means of Ministerial Resolution N° 425-2023-PRODUCE, published in an extraordinary edition of the Official Gazette “El Peruano” on December 15, 2023, the extractive activities of jack mackerel and mackerel resources for larger scale vessels were terminated as of 00.00 hours of the day following the publication of the resolution.

IV. MAXIMUM CATCH LIMITS (QUOTA) OF ANCHOVY FOR DIRECT HUMAN CONSUMPTION ARE ESTABLISHED AT 150,000 MT FOR 2023

By Ministerial Resolution N° 428-2023-PRODUCE published in the Official Gazette “El Peruano” on December 17, 2023, the Total Maximum Catch Limits for Direct Human Consumption were established at 150,000 tons for 2023.

V. IMARPE IS AUTHORIZED TO CARRY OUT AN EXPLORATORY ANCHOVY FISHERY FOR THE SOUTHERN ZONE

By Ministerial Resolution N° 429-2023-PRODUCE published in the Official Gazette “El Peruano” on December 18, 2023, an exploratory fishery of the anchovy resource was authorized in the southern zone of the coastline comprising 16°00′ S to the southern end of the maritime domain. Said exploratory fishery will be carried out for 10 calendar days and outside the 5 nautical mile distance from the coast and will count with the participation of larger scale purse seine fishery vessels with permission to fish in said zone.

VI. MODIFICATION OF JACK MACKEREL CATCH QUOTA FOR 2023

By means of Ministerial Resolution N° 435-2023-PRODUCE published in the Official Gazette “El Peruano” on December 23, 2023, numeral 1.2 of Article 1 of Ministerial Resolution N° 042-2023-PRODUCE was modified, which established the catch limit of jack mackerel resource for 2023, setting it at 89,724 tons, applicable to artisanal vessels with purse seine nets and hold capacity greater than 20 m3 up to 32.6 m3.

VII. TERMINATION OF BONITO HARVESTING BY ARTISANAL FISHERY VESSELS

By means of Ministerial Resolution N° 443-2023-PRODUCE published in the Official Gazette “El Peruano” on December 30, 2023, the extraction activities of the bonito resource by artisanal purse seine fishery vessels of 20 to 32.6 m3 of well capacity were terminated as of 00.00 hours of the day after the resolution was published.

VIII. ESTABLISH CATCH QUOTA FOR JACK MACKEREL AND MACKEREL FOR 2024 FOR LARGER SCALE VESSELS AND ARTISANAL VESSELS

Through Ministerial Resolution N° 449-2023-PRODUCE published in the Official Gazette “El Peruano” on December 31, 2023, the catch limits (quota) for jack mackerel and mackerel resources for 2024 were established. For larger scale vessels the quota for jack mackerel and mackerel will be 70,568 MT and 20,215 MT respectively and for artisanal vessels with purse seine nets and hold capacity equal or greater than 20 m3 up to 32.6 m3, it will be 66,654 MT and 24,525 MT.

These catch limits may be modified according to the monitoring of biological-fishery and/or environmental factors of these fisheries, upon IMARPE’s recommendation.

GENERAL REGULATIONS

I. APPROVAL FORMS FOR CANNED FISH FOR DIRECT HUMAN CONSUMPTION PROMOTION

By means of Ministerial Resolution N° 410-2023-PRODUCE published in an extraordinary edition of the Official Gazette “El Peruano” on December 6, 6 approval forms for canned fish resources such as anchovy, tuna, bonito and jack mackerel were approved for their incorporation in the “List of Approval Forms” in force in PERU – COMPRAS.

II. APPROVAL OF THE LIST OF BENEFICIARIES OF THE ARTISANAL FISHERMEN FOR AN EXTRAORDINARY ECONOMIC SUBSIDY

By means of Ministerial Resolution N° 424-2023-PRODUCE published in the Official Gazette “El Peruano” on December 14, 2023, the List of Beneficiaries of Artisanal Fishermen was approved within the framework of Emergency Decree N° 038-2023 for an extraordinary economic subsidy.

III. ROADMAP TOWARDS A CIRCULAR ECONOMY IN FISHERIES AND AQUACULTURE IS APPROVED

By Supreme Decree N° 011-2023-PRODUCE published in the Official Gazette “El Peruano” on December 16, 2016, the Roadmap towards a Circular Economy in the Fisheries and Aquaculture Subsectors was approved. Within sixty (60) working days from the day following the publication of the decree, the Ministry of Production, through Ministerial Resolution, shall approve the Implementation Plan.

IV. VALIDITY OF ARTISANAL FISHERY PERMITS GRANTED UNDER DS 006-2016-PRODUCE ARE EXTENDED

By Supreme Decree N° 012-2023-PRODUCE published in the Official Gazette “El Peruano” on December 28, 2016, the only transitory complementary provision of Supreme Decree N° 003-2023-PRODUCE was modified to extend until September 30, 2024 the fishery permits for artisanal fishery vessels obtained under numeral 6.2 of Article 6 of Supreme Decree N° 006-2016-PRODUCE.

V. APPLICATION OF REGULATIONS ON MINIMUM MESH LENGTH FOR BONITO EXTRACTION IS SUSPENDED

By Ministerial Resolution N° 441-2023-PRODUCE published in the Official Gazette “El Peruano” on December 29, 2023, the application of literal a) of Article 5 of Ministerial Resolution N° 209-2001-PE was suspended in the extreme related to the minimum mesh length for the extraction operations of the bonito resource by purse seine fishery vessels.

APPOINTMENTS

I. EXECUTIVE PRESIDENT OF SANIPES IS APPOINTED AS EXECUTIVE PRESIDENT OF SANIPES

By Supreme Resolution N° 023-2023-PRODUCE published in the Official Gazette “El Peruano” on December 9, 2023, Mrs. Mónica Patricia Saavedra Chumbe was appointed as Executive President of the National Fishery Health Agency – SANIPES.

II. MEMBERS OF ITP’S BOARD OF DIRECTORS ARE APPOINTED IN REPRESENTATION OF THE MINISTRY OF PRODUCTION

By Supreme Resolution N° 024-2023-PRODUCE published in the Official Gazette “El Peruano” on December 28, 2023, Mr. Rosio Milagro Flores Guzmán and Mr. Darwin Ugarte Palomino were appointed as members of the Board of Directors of the Instituto Tecnológico de la Producción – ITP, representing the Ministry of Production.
