COVID-19

CLOSED FISHING SEASON AND AUTHORIZATIONS

I.Granting of subsidies is authorized in favor of the Executing Entities (private legal entities) that carry out Subprojects for Innovation in Fisheries and Aquaculture derived from the PNIPA Contests 2017-2018 and 2018-2019

Through Board Resolution No. 011-2020-PRODUCE-PNIPA-DE, published in the Official Gazette “El Peruano”, on May 1, 2020, the granting of subsidies is authorized in favor of the Executing Entities (private legal entities) that carry out Subprojects for Innovation in Fisheries and Aquaculture derived from the PNIPA Contests 2017-2018 and 2018-2019, in the categories of: Applied Research and Technological Development (SIADE), Adaptive Research (SIA), Extension Service (SEREX), and Strengthening of Capabilities in Services of I+D+i (SFOCA), in Fisheries and Aquaculture, respectively, up to the sum of S/.2,214,265.02 (Two million two hundred fourteen thousand two hundred and sixty-five with 02/100 soles).

II. The beginning of the First Fishing Season 2020 of the anchovy resource and white anchovy is authorized in the maritime area between the northern end of the Peruvian maritime domain and 16°00’LS.  Through Ministerial Resolution No. 147-2020-PRODUCE, published in the Official Gazette “El Peruano”, on May 8, 2020, the beginning of the First Fishing Season 2020 of the anchovy resource (Engraulis ringens) and white anchovy (Anchoa nasus) is authorized in the maritime area between the northern end of the Peruvian maritime domain and 16°00’LS, from May 13 of the current year, being the date of completion once reached the Total Maximum Limit of North-Central Zone Allowable Capture (North-Central LMTCP) authorized.

III. The Institute of the Peruvian Sea – IMARPE is authorized to carry out Operation Hake XXX Through Ministerial Resolution No. 167-2020-PRODUCE, published in the Official Gazette “El Peruano”, on May 30, 2020, the Institute of the Peruvian Sea-IMARPE is authorized to carry out Operation Hake XXX from 00:00 hours on May 31, 2020, for a period of three (03) calendar days, in the maritime area between the northern end of the Peruvian maritime domain and Punta La Negra (06º00´S), with the participation of four (04) holders fishing vessels and one (01) substitute fishing vessel with a fishing permit in force and operating under the Provisional Regime of fishing for the Hake resource (Merluccius gayi peruanus), established by Ministerial Resolution No. 290-2019-PRODUCE.

IV. Extractive activities of the mackerel resource carried out by trawlers are suspended

Through Ministerial Resolution No. 168-2020-PRODUCE, published in the Official Gazette “El Peruano”, on May 30, 2020, the extractive activities of the mackerel resource (Scomber japonicus peruanusi), carried out by trawlers are suspended from  May 31  2020.

GENERAL REGULATIONS

I. The draft Executive Presidency Resolution approving the “Sanitary Protocol disinfecting eggs for fish” was published on the Institutional Portal of the National Fisheries Health Agency – SANIPES

Through Executive Presidency Resolution No. 030-2020-SANIPES/PE, published in the Official Gazette “El Peruano”, on May 5, 2020, the draft Executive Presidency Resolution approving the “Sanitary Protocol for disinfecting eggs for fish” was published on the Institutional Portal of the National Fisheries Health Agency – SANIPES (www.sanipes.gob.pe), in order to receive citizens’ opinions, comments and/or suggestions, for a period of five (05) calendar days, counted from May 6, 2020.

II. Territorial targeting criteria and the obligation to report incidents in the production sector are approved for the gradual and incremental start of activities in the field of Industrial Fisheries (Indirect Human Consumption)

Through Ministerial Resolution No. 140-2020-PRODUCE, published in the Official Gazette “El Peruano”, on May 6, 2020, the “Territorial targeting criteria” and the “obligation to report incidents” in the Production Sector are approved for the gradual and incremental start of the following industrial activity, Phase 1 of the “Resumption of Activities”, in the field of Industrial Fisheries (Indirect Human Consumption).

III. Sanitary Operation Protocol before the COVID-19 of the Production Sector is approved for the gradual and incremental start of activities in the field of Industrial Fisheries (Indirect Human Consumption)

Through Ministerial Resolution No. 139-2020-PRODUCE, published in the Official Gazette “El Peruano”, on May 6, 2020, the Sanitary Operation Protocol before COVID-19 of the Production Sector is approved for the gradual and incremental start of the following industrial activity, Phase 1 of the “Resumption of Activities”, in the field of Industrial Fisheries (Indirect Human Consumption) carried out by the steel and wood fleet, referred to as “Industrial Fisheries Protocol” and “Industrial Timber Vessel Protocol”.

IV. The publication of a draft “Supreme Decree approving guidelines for the authorization of the collection of hydrobiological resources for the baseline survey of environmental studies or for hydrobiological monitoring foreseen in an environmental management instrument” is provided

Through Ministerial Resolution No. 143-2020-PRODUCE, published in the Official Gazette  “El Peruano”, on May 8, 2020, the publication of the draft “Supreme Decree approving guidelines for the authorization of the collection of hydrobiological resources for the baseline survey of environmental studies or for hydrobiological monitoring foreseen in an environmental management instrument” is provided in the Institutional Portal of the Ministry of Production (www.gob.pe/produce), in order to receive citizens’ opinions, comments and/or suggestions, for a period of five (05) calendar days, counted from May 9, 2020.

V. The production history of the last five years corresponding to the rights of repopulation in marine ecosystems granted under Law No. 27460, Law on Promotion and Development of Aquaculture and its Regulations and approved by Supreme Decree D.S. No. 030-2001-PE, is provided to be published

Through Board Resolution No. 00006-2020-PRODUCE/DGA, published in the Official Gazette “El Peruano”, on May 9, 2020, it is planned to publish the production history of the last five (05) years corresponding to the rights of repopulation in marine ecosystems granted under Law No. 27460, Law on Promotion and Development of Aquaculture and its Regulations and approved by Supreme Decree No. 030-2001-PE.

VI. The “Regulation for Sanitary Inspection of Fisheries and Aquaculture Activities” was adopted Through Executive Presidency Resolution No. 036-2020-SANIPES/PE, published in the Official Gazette “El Peruano”, on May 29, 2020, the “Regulation for Sanitary Inspection of Fisheries and Aquaculture Activities” was adopted, which is made up of three (03) Sections and thirty-four (34) articles.

APPOINTMENTS

 I. Representative of the Ministry of Health as a member of the Board of Directors of the National Fisheries Health Agency – SANIPES was appointed

Through Supreme Resolution No. 001-2020-PRODUCE, published in the Official Gazette “El Peruano”, on May 2, 2020, Ms. Nelly Zenaida Huamaní Huamaní, representative of the Ministry of Health, was appointed as a member of the Board of Directors of the National Fisheries Health Agency – SANIPES

II. General Manager of the National Fund for Fisheries Development was appointed  Through Administrative Resolution No. 045-2020-FONDEPES/J, published in the Official Gazette “El Peruano”, on May 5, 2020, Mr. Daniel Homero Vargas Portilla was appointed as General Manager of the National Fund for Fisheries Development.

III. General Director of the General Directorate for Fisheries and Aquaculture Policy and Regulatory Analysis of the Vice-Ministerial Office for Fisheries and Aquaculture was appointed Through Ministerial Resolution No. 149-2020-PRODUCE, published in the Official Gazette “El Peruano”, on May 8, 2020, Miss Rossy Yesenia Chumbe Cedeño was appointed to the position of General Director of the General Directorate for Fisheries and Aquaculture Policy and Regulatory Analysis of the Vice-Ministerial Office for Fisheries and Aquaculture of the Ministry of Production.

IV. General Director of the General Directorate for Fisheries for Direct and Indirect Human Consumption of the Vice-Ministerial Office for Fisheries and Aquaculture of the Ministry of Production was appointed Through Ministerial Resolution No. 152-2020-PRODUCE, published in the Official Gazette “El Peruano”, on May 8, 2020, Mrs. Verónica Carola Caballero Gonzáles is appointed to the position of General Director of the General Directorate for Fisheries for Direct and Indirect Human Consumption of the Vice-Ministerial Office for Fisheries and Aquaculture of the Ministry of Production.

V. Head of the General Administration Office of the National Fund for Fisheries Development was appointed  Through Administrative Resolution No. 052-2020-FONDEPES/J, published in the Official Gazette “El Peruano”, on May 30, 2020, Mr. Wilson Vara Mallqui was appointed to the position of Head of the General Administration Office of the National Fund for Fisheries Development.
