THE MINISTRY OF ENERGY AND MINES CAUSES TO CREATE THE COMMITTEE ON ELECTRICITY PRIVATE INVESTMENT PROMOTION AND THE COMMITTEE ON HYDROCARBON PRIVATE INVESTMENT PROMOTION
On Saturday, June 15, Ministerial Order No. 180-2019-MEM/DM was published in the Official Gazette “El Peruano”. It provides the creation of the Electricity and Hydrocarbon Private Investment Promotion Committees. The purpose of said Committees is to pursue private investment projects in its respective sectors. Additionally, the Order repeals the Ministerial Order No. 008-2016-MEM/DM, which the Committee on Energy Investment of the Ministry of Energy and Mines was created thereby.
In terms of creation of the Committee on Electricity Private Investment Promotion, it will be composed by the Chief of the General Division of Electricity, as Head, and a representative of the Office of the Vice-Minister of Electricity and a representative of the General Office of Planning and Budget, each as Members. The Technical Secretary of this Committee will be a Legal Advisor of the General Division of Electricity.
On the other hand, the Committee on Hydrocarbon Private Investment Promotion will be composed by the Chief of the General Division of Hydrocarbon, as Head, and a representative of the Natural Gas Management Unit and a representative of the General Office of Planning and Budget, each as Members. The Technical Secretary of this Committee will be the Regulatory Head of the General Division of Hydrocarbon.
Functions to be performed by both Committees are provided by Legislative Order No. 1362, Section 7, which regulates the Private Investment Promotion by Public-Private Associations and Assets Projects; as well as by the Regulations.
Finally, it should be mentioned that the Electricity and Hydrocarbon Private Investment Promotion Committees should be installed within a maximum of 10-business day term from the publication of this Ministerial Order.
