NEW MAXIMUM ANNUAL CAPACITY CEILINGS FOR THE ISSUANCE OF CIPRLS ARE APPROVED

The Ministry of Economy and Finance, through Supreme Decree Nº 138-2023-EF (hereinafter, the “DS138”), has approved the new maximum annual capacity ceilings for Regional Governments, Local Governments and Public Universities for the issuance of Regional and Local Public Investment Certificates – Public Treasury (CIPRL).

Such ceiling is the maximum amount that Regional Governments, Local Governments and Public Universities may commit for the financing and execution of projects under the Works for Taxes modality. Thus, the maximum ceiling has been increased for Regional Governments such as Ancash and Cusco, so that they can commit more resources for the execution of projects under this investment mechanism.

Through the DS138, each Regional and/or Local Government has been assigned a specific ceiling, available at the following link: Legal Norms

Notwithstanding the above, in general, we have that the maximum ceilings for all Regional and Local Governments and Public Universities, cumulatively, are as follows:

Regional Governments: S/ 7,093,023,027,358.00

Local Governments: S/ 16,744,693,056.00

Public Universities: S/ 1,755,072,184.00
