CLOSURES AND AUTHORIZATIONS

I. THE FIRST INDUSTRIAL ANCHOVY FISHERY SEASON BEGINS IN THE NORTH-CENTRAL ZONE AND WITH A QUOTA OF 1’091,000 TONS, BASED ON THE RESULT OF AN EXPLORATORY FISHERY

By means of Ministerial Resolution Nº 191-2023-PRODUCE published on June 2 in the extraordinary edition of the Official Gazette “El Peruano” corresponding to June 1, the first industrial anchovy fishery season for the north central zone, which includes the maritime area located between the northern end of the Peruvian sea and 16°00′ LS and outside the five (5) miles of the coastline, was initiated. The Total Maximum Allowable Catch Limit (quota) will be 1’091,000 tons.

The formal start date of the season is subject to the result of an Exploratory Fishery that begins at 00.00 hours on June 3 and for a period of seven (7) calendar days in the mentioned maritime area. The end date of the season will be when IMARPE determines it due to environmental or biological circumstances or, failing that, when the mentioned quota is reached.

II. ANCHOVY EXTRACTIVE ACTIVITIES ARE SUSPENDED IN THE FRAMEWORK OF THE EXPLORATORY FISHERY IN THE COASTAL ZONE

By means of Directorial Resolution Nº 103-2023-PRODUCE/DGSFS-PA dated June 3, published in the website of the Ministry of Production, the extractive activities of the anchovy resource were suspended for 5 calendar days from 22.00 hours of June 3 to 22.00 hours of June 8, authorized in the framework of the Exploratory Fishery, in the areas between the:

07°00’00”S to 07°30’00”S within 20 miles.

08°00’00’00”S to 09°00’00’00”S within 20 miles

11°30’00’00”S to 12°00’00’00”S within 10 to 30 miles

III. ANCHOVY EXTRACTIVE ACTIVITIES ARE SUSPENDED IN THE FRAMEWORK OF THE EXPLORATORY FISHERY IN THE COASTAL ZONE

By means of Directorial Resolution Nº 104-2023-PRODUCE/DGSFS-PA dated June 4, published in the website of the Ministry of Production, the extractive activities of the anchovy resource were suspended for 5 calendar days from 22.00 hours of June 4 to 22.00 hours of June 9, authorized in the framework of the Exploratory Fishery, in the areas between the:

06°00’00”S to 07°00’00”S within 20 miles.

09°00’00’00”S to 09°30’00’00”S within 20 miles

11°00’00’00”S to 11°30’00’00”S within 20 miles

IV. ANCHOVY EXTRACTIVE ACTIVITIES ARE SUSPENDED IN THE CONTEXT OF EXPLORATORY FISHERY IN COASTAL AREAS

By Direct Resolution Nº 105-2023-PRODUCE/DGSFS-PA dated 5 June, published on the website of the Ministry of Production, the anchovy resource’s extractive activities were suspended for five calendar days from 22.00 on 5 June to 22.00 on 10 June, authorized under exploratory fishery, in areas between:

06°30’00’’S to 07°00’00’’S between 20 and 30 miles

07°30’00’’S to 08°00’00’’S within 10 miles

10°30’00’’S to 11°00’00’’S within 20 miles

V. ANCHOVY EXTRACTIVE ACTIVITIES ARE SUSPENDED IN THE CONTEXT OF EXPLORATORY FISHERY IN COASTAL AREAS

By Directive Nº 106-2023-PRODUCE/DGSFS-PA dated 6 June, published on the website of the Ministry of Production, the anchovy resource’s extractive activities were suspended for 5 calendar days from 22.00 hours on 6 June until the end of exploratory fishery in the areas between:

05°30’00’’S to 06°00’00’’S within 20 miles

07°00’00’’S to 07°30’00’’S between 20 and 40 miles

09°30’00’’S to 10°30’00’’S within 20 miles

11°30’00’’S to 12°00’00’’S within 20 miles

VI. ANCHOVY MINING ACTIVITIES ARE SUSPENDED IN THE COASTAL AREA

By Direct Resolution Nº 108-2023-PRODUCE/DGSFS-PA dated 7 June, published on the website of the Ministry of Production, the anchovy extractive activities authorized under exploratory fishery were suspended, in the area between 05°00’00’’S and 05°30’00’’S, from 22.00 hours on 7 June until the end of exploratory fishery.

VII. COMPLETION OF EXPLORATORY ANCHOVY FISHERY IN THE NORTH-CENTRAL AREA BY THE PRESENCE OF JUVENILES

By Direct Resolution Nº 109-2023-PRODUCE/DGSFS-PA dated 7 June, published on the website of the Ministry of Production, the exploratory anchovy fishery for industrial fishery vessels in the north – center was terminated, between the northern end of the maritime domain and the 16°00’s, for a high presence of juveniles and to preserve the resource. The measure applies from 00.00 hours on 8 June 2023.

VIII. ESTABLISHMENT OF THE FIRST ANCHOVY FISHERY SEASON 2023 IN THE NORTHERN ZONE – CENTER HAS NOT DETERMINED THE BEGINNING OF THAT FISHERY SEASON

By Ministerial Resolution Nº 204-2023-PRODUCE published in the Official Gazette “El Peruano” on June 15, it was specified that the establishment of the first fishery season 2023 anchovy in the northern area – center that was arranged by Ministerial Resolution 191-2023-PRODUCE, has not formally determined the beginning of that season.

As will be remembered when the first fishery season 2023 anchovy was established, its start was subordinated to the result of an exploratory fishery, which was recently concluded in advance by Direct Resolution Nº 109-2023-PRODUCE/DGSFS-PA, so not having been completed means that there was no formal start. The PRODUCE has seen fit to specify it with the above ministerial resolution.

IX. FISHERY QUOTA FOR GIANT SQUID OR POTA IS MODIFIED BY 2023

By Ministerial Resolution Nº 213-2023-PRODUCE published in the Official Gazette “El Peruano” on June 24, 2023, the Ministerial Resolution Nº 186-2023-PRODUCE was amended to establish the fishery quota for the giant squid resource or pota by 2023, increasing it from 420,000 tons to 500,000 tons.

X. PROVISIONAL ARRANGEMENTS FOR HAKE FISHERY IS ESTABLISHED FOR THE PERIOD JUNE 2023 – JUNE 2024 WITH A QUOTA OF 10,000 TONNES

By Ministerial Resolution Nº 217-2023-PRODUCE published in extraordinary edition of the Official Gazette “El Peruano” of June 28, the Provisional Fisheries Regime for Hake was established for the period June 2023 to June 2024, authorizing the extractive activities of this resource from 00.00 hours from 1 July 2023 to 30 June 2024, in the maritime area between the northern end of Peru’s maritime domain and 07°00′ South latitude.

The maximum catch limit (quota) is 10,000 tonnes.

GENERAL REGULATIONS

I. LIST OF HOLDERS UNDER OEFA JURISDICTION WHO ARE AUTHORIZED TO ENTER AND USE THE ENVIRONMENTAL MONITORING REPORT REGISTRATION MODULE IN PHASE THREE IS APPROVED

By Resolution of the Presidency of the Board of Directors Nº 077-2023-OEFA/PCD published in the Official Gazette “On June 20, 2023, Peru approved the list of the holders of activities under the competence of the OEFA who are authorized to enter and use the Environmental Monitoring Reports Registration Module – Module IMA, Third Phase.

II. PROTOCOL AMENDING THE MARRAKESH AGREEMENT ON FISHERIES SUBSIDIES IS RATIFIED

By Supreme Decree Nº Fisheries Subsidies Agreement, adopted by the World Trade Organization Ministerial Conference on 17 June 2022 and approved by Legislative Resolution Nº 31793 of 19 June 2023.

III. THE NATIONAL FISHERIES POLICY FORMULATION PROCESS IS FORMALIZED

By Ministerial Resolution Nº 219-2023-PRODUCE published in the Official Gazette “El Peruano” on June 29, 2023, the process of formulating the National Fisheries Policy was formalized and the Directorate-General for Fisheries Policy and Regulatory Analysis and Aquaculture of the Office of the Deputy Minister for Fisheries and Aquaculture was entrusted with the execution of the stages of the process.

APPOINTMENTS

I. APPOINTMENT OF MINISTERIAL OFFICE ADVISER II

By Ministerial Resolution Nº 118-2023-PRODUCE published in the Official Gazette “El Peruano” on June 1, 2023, Ms. Karina Hilda Gonzales Guevara is appointed as Ministerial Office Adviser II.

II. RESIGNATION OF MEMBERS OF THE IMARPE BOARD IS ACCEPTED

By Supreme Resolutions Nº 010 and 011-2023-PRODUCE, published in the Official Gazette “El Peruano” on June 3, 2023, the resignations of José Arturo Sarmiento Madueño and Hugo Vernal Merluzzi as members of the Board of Directors of the Institute of the Sea of Peru – IMARPE were accepted.

III. RESIGNATION, TERMINATION OF APPOINTMENT AND APPOINTMENT OF MEMBERS OF THE ITP BOARD OF DIRECTORS ARE ACCEPTED

By Supreme Resolution Nº Francisco Juvenal Martinotti Sormani and the appointment of Luis Martín Mesones Odar was concluded, both to the position of members of the Board of Directors of the Technological Institute of Production – ITP. In the same resolution, Karina Hilda Gonzales Guevara, Sarita Ledayola Vilchez Castellanos and Juana Rosa Kuramoto Huamán were appointed as members of the Council.
