Supreme Decree that amends the Sole Text of Administrative Procedures of the Energy and Mining Investment Supervisory Body

By Supreme Decree Nº 112-2022-PCM, published on September 8, 2022 in the Official Gazette «El Peruano» («Supreme Decree»), the Sole Text of Administrative Procedures («TUPA») of the Energy and Mining Investment Supervisory Body («OSINERGMIN»), adopted by Supreme Decree Nº 045-2012-PCM, was amended in order to complete its update, within the framework of the provisions of Article 4 of Supreme Decree Nº 110-2018-PCM.

In line with the foregoing, some administrative procedures of the TUPA related to the OSINERGMIN Hydrocarbons Registry were modified, in order to formalize their accumulation, disaggregation and/or modification of denomination; and the following procedures were incorporated:

1. Authorization for removal or alteration of natural gas measuring equipment in the natural gas distribution system by pipeline network (Procedure Nº 236).
2. Configuration of typical internal installations for regulated consumers with consumption less than or equal to 300 m3/month (Procedure Nº 239).
3. Design adoption of alternative pipeline protection systems due to the impossibility of complying with minimum safety distances during the construction of the natural gas distribution system by pipeline network (Procedure Nº 242).
4. Registration in the register of natural gas installers (Procedure Nº 245).
5. Exemption from compliance with safety standards in the natural gas distribution system by pipeline network or the adoption of alternative pipeline protection systems (Procedure Nº 248).
6. Procedures for the adoption of bases for bids for short term supplies (Procedure Nº 251).
7. Procedures for the adoption of bases for long-term supply bids within the framework of Law No. 28832 (Procedure Nº 254).
8. Procedure for the adoption of bidding conditions for supply tenders for isolated systems within the framework of Law Nº 28832 (Procedure Nº257).
9. Procedure for the adoption of FISE standard unit costs. (Procedure Nº 260)
10. Procedure for the liquidation of FISE administrative and operational costs. (Procedure Nº 263)
11. Request for declaration of confidentiality (Procedure Nº 275).
12. Administrative Procedure for adoption of addenda to long-term electricity supply contracts, contained in the «Procedures for Long-Term Supply Bids in the Framework of Law N° 28832», adopted by Resolution Nº 688-2008-OS/CD. (Procedure Nº 282)
