Modification of «Provisions related to administrative instances in the procedures processed before Osinergmin» was adopted
By Resolution Nº 173-2022-OS/CD, published on September 18, 2022 in the Official Gazette «El Peruano», paragraph 1.1 of Article 1 of Annex 1 «Provisions related to administrative instances in the procedures processed before OSINERGMIN» adopted by Resolution Nº 057-2019-OS/CD («Resolution») was modified.
This, in order to adapt the text of footnotes 3 and 4 of the Resolution, to specify the competencies of the Head of Exploration and Exploitation of Liquid Hydrocarbons and the Head of Maritime Transportation and Pipelines of Liquid Hydrocarbons, as instructing bodies, considering that, both in the activity of Exploitation of Liquid Hydrocarbons and in the activity of Transportation by Pipelines of Liquid Hydrocarbons, pipelines through which hydrocarbons flow are used.
In this sense, the following was specified:
- The competencies of the Head of Exploration and Exploitation of Liquid Hydrocarbons, as an instructional body, shall also include: (i) the facilities for the gathering systems between wells and production batteries and/or between wells and offshore platforms of such lots; (ii) in the case of natural gas, the gathering of natural gas with pipelines of diameters less than 2½» in the activities of exploitation of oil and natural gas at the same time, in the same Lot; and (iii) the reinjection systems in the activities of exploitation of oil and natural gas at the same time in the same Lot.
- The competencies of the Head of Maritime Transportation and Liquid Hydrocarbon Pipelines, as an instructional body, shall also include: (i) the collection systems from the production batteries and/or marine platforms of the lots in which exploitation of liquid hydrocarbons and natural gas is carried out at the same time, up to before the entrance to the Refinery, Processing Plant and/or Fractionation, or up to the control point if this is located within said Refinery or Plants; and, (ii) in the case of natural gas, the collection of natural gas with pipelines with diameters of 2 ½» or more, in the activities of exploitation of oil and natural gas at the same time in the same Lot.
