Bureaucratic Barriers

Creation of the temporary Multisectorial Commission to identify costs that generate bureaucratic barriers and affect economic activities, as well as to propose actions for administrative simplification

 

Supreme Resolution No. 015-2024-PCM, published on February 7, 2024, created the «Multisectorial Commission of a temporary nature, under the Presidency of the Council of Ministers, in charge of identifying inefficient, unnecessary and/or unjustified compliance costs that generate bureaucratic barriers and affect economic activities, as well as to propose administrative simplification actions» (the «Commission»).

1. Composition: The Commission shall be comprised of the heads of:

The Presidency of the Council of Ministers (PCM).
The Ministry of Economy and Finance (MEF).
The Ministry of Energy and Mines (MINEM).
The Ministry of Transportation and Communications (MTC).
The Ministry of Housing, Construction and Sanitation (MVCS).
The Ministry of Labor and Employment Promotion (MTPE).
The Ministry of Environment (MINAM).
The Ministry of Culture (MINCUL).
The Secretariat of Public Management of the PCM.

2. Functions:

Identification of inefficient, unnecessary and/or unjustified compliance costs that generate bureaucratic barriers and affect economic activities in each sector.
Preparation of technical reports with recommendations for actions and administrative simplification measures that allow the sectors to improve the conditions for carrying out economic activities.
Follow-up on the recommendations contained in the technical reports issued by the Commission.

3. Technical Secretariat: The Commission will have a Technical Secretariat under the responsibility of INDECOPI, which will be responsible for providing technical and administrative support.

4. Installation: The Commission shall be installed within a maximum term of 3 working days as from the publication of the Supreme Resolution. That is to say, no later than Monday, February 12, 2024.

5. Collaboration, advice and support:

With the prior agreement of its members, the Commission may invite representatives of public and private entities, business associations and professionals from academia to collaborate with its purpose and functions.
Through its Technical Secretariat, the Commission may request information related to its purpose.

6. Term: The Commission shall have a term of 1 year from the date of its installation, which may be extended according to its needs.
