IMPORT OF CANNABIS SEEDS
By DIRECTORAL RESOLUTION No. D000016-2024-MIDAGRI-SENASA-DSV the mandatory phytosanitary requirements for the import of cannabis seeds from and to the Republic of Serbia were established.
In addition to Serbia, Peru also has phytosanitary requirements for the import of cannabis seeds from the United States and Colombia.

USA: CANNABIS RECLASSIFICATION PROJECT
On 21 May the US Department of Justice (DOJ) published a bill to reclassify cannabis that will lead to changes in the Controlled Substances Act. The modification will consist of moving CBD and THC (cannabis components) from «Classification I» to «Classification III».
The decision follows a recommendation from the Department of Health (HHS) to the Drug Control Administration (DEA) to reclassify cannabis as a substance of lower risk of abuse than those contained in «Classification I» and «Classification II». This suggestion is based on a study, called «8-factor analysis», conducted by the Food and Drug Administration (FDA), which concluded that the risk of cannabis abuse did not justify its classification in «Classification I», nor in «Classification II», but in «Classification III».
This change would make the regulatory control of medicinal cannabis by the DEA in the pharmaceutical and medical sector more flexible.
COLOMBIA: PROMOTING THE CANNABIS INDUSTRY
The Colombian Ministry of Commerce will implement the program «Productive development of the cannabis and hemp industries»The European Commission has published a report on the European Union’s research and development programme in the field of telecommunications. These companies are engaged in the production of agricultural inputs, cosmetics, textiles, packaging, construction materials, veterinary products, The Commission has adopted a proposal for a Council Decision on the conclusion of the Agreement between the European Community and the United States of America on the conclusion of an EU-Canada Convention on the International Pedophilia Protocol.
Each project will be eligible for funding of up to $20,000. In addition, educational workshops will be held for up to 3000 people, addressing topics such as general aspects of the industry, new uses and applications of hemp, Market analysis, innovative business models, financial instruments and sustainability practices.
The program also aims to foster the connection between the different actors involved in the cannabis and hemp production chain. In addition, the Ministry will conduct studies to gather information on the current state of industry in Colombia and the capabilities of local enterprises.
ARGENTINA: INASE SUSPENDS REGISTRATION
The National Seed Institute of Argentina (INASE), by Resolution No. 81/2024, decided to suspend for 6 months the granting of qualifying diplomas (registration) to market cannabis seeds.
The purpose of this suspension is to prevent registered operators from exceeding INASE’s control and inspection capacity. During the suspension, INASE will supervise the registered operators and strengthen their control capacity in order to cope with a larger number of operators.
