Luis Fernando Roca specializes in TMT, regulation of public services, energy and infrastructure.

Luis Fernando advises telecom, media and technology companies in developing applications, digital content and data privacy. His advisory covers all the stages of the project development, including the access and implementation of infrastructure, and the regulation for operation of services and distribution of content. Such advisory also refers to the procurement of licenses and other permits, as well as his clients’ participation in other administrative procedures, such as the fixation of interconnection charges and tariffs, supervision actions and dispute settlement.

He also counsels on administrative sanction procedures, the absolution of claims and other private investment matters.

Luis Fernando has been a member of the Board of Directors of Themis Civil Association (2014).
