María del Rosario Quiroga specializes in TMT, infrastructure projects and concessions, energy and free competition.
She advises telecommunications and new technologies companies on all regulatory aspects, from their entry into the market (authorizations and enabling titles), as well as their interconnection and/or access to infrastructure, through the applicable regulatory procedures and the possibility of modifying them, supervision and dispute resolution procedures between companies, administrative litigation processes, as well as the negotiation of contracts and the handling of user complaints.
In energy, María del Rosario supports companies developing new projects (greenfield) or acquiring projects under development throughout the entire process. She also advises on the negotiation of connection agreements, power supply agreements (PPAs) and the regulatory framework applicable to energy companies, as well as the possibility of modifying it. Her advisory services include water, thermal and renewable energy companies. In the thermal sector, she has particular expertise in the negotiation of gas contracts (supply, transportation, storage and distribution of natural gas, LNG and CNG).
She has been manager of Regulatory Affairs of Bellsouth Perú S.A. (now Movistar), legal advisor at the Supervisory Body of Private Investment in Telecommunications (OSIPTEL), at COPRI (now PROINVERSIÓN) and at the Supervisory Body of Private Investment in Public Transport Infrastructure (OSITRAN).
