CLOSED FISHING SEASON AND AUTHORIZATIONS

I. Extractive activities of anchovy resource and white anchovy in the coastal zone are suspended

Through Ministerial Resolution No. 00011-2021-PRODUCE published in the Official Gazette “El Peruano”, on January 09, 2021, the extractive activities of anchovy resource (Engraulis ringens) and white anchovy (Anchoa nasus) are suspended from 00:00 hours on January 10, 2021, for a period of seven (7) calendar days in the area between 09°00’LS and 10°00’LS from 20 to 60 nautical miles (nm) from the coast. The suspension set out in this regulation applies to the extractive activity carried out by fishing vessels operating within the framework of Ministerial Resolution No.383-2020-PRODUCE.

II. Catch limits for horse mackerel and mackerel resources for the period 2021 are set out and provisions are made

Through Ministerial Resolution No. 00016-2021-PRODUCE published in the Official Gazette “El Peruano”, on January 20, 2021, the catch limit of the horse mackerel resource (Trachurus murphyi) is established for the period 2021, at sixty-five thousand four hundred and ten (65,410) tons as well as the mackerel resource (Scomber japonicus peruanus) at sixty-eight thousand eighty-one (68,081) tons. Both are applicable to extractive activities carried out through larger scale vessels.

III. R.M. No. 00189-2020-PRODUCE, which authorized the extraction of the red sea urchin resource in the area of San Juan de Marcona, Ica Region, is amended

Through Ministerial Resolution No. 00018-2021-PRODUCE published in the Official Gazette “El Peruano”, on January 21, 2021, Articles 1 and 6 are amended and incorporate literals e) and f) to Article 4 of Ministerial Resolution No. 00189-2020-PRODUCE, to read as follows:

 “Article 1.- AUTHORIZATION OF THE EXTRACTION OF THE RED SEA URCHIN RESOURCE (Loxechinus albus) Authorize the extraction of the red sea urchin resource (Loxechinus albus) in the maritime area between 14.9541°S, 75.5084°W and 15.4583°S, 75.0238°W, from July 01, 2020 until June 30, 2021. (…)

 Article 4.- EXTRACTIVE ACTIVITY (…)

e) The extraction of the red sea urchin resource (Loxechinus albus), shall not exceed 0.3 t/trip-vessel. f) Fishing operations are carried out outside the prohibited and reserve zones, in accordance with the legal provisions in force. (…)

Article 6. – LANDING POINT Artisanal fishermen (on board and not on board) who carry out extractive activity of the red sea urchin resource (Loxechinus albus) in the maritime area covered by Article 1 of this Ministerial Resolution, must perform the landing of the extracted resource, at the Diomedes Vente López Artisanal Fishing Landing Site and at the Lomas Artisanal Fishing Landing Site, presenting at the time of landing the Record Format for each fishing trip or operation for the sea urchin resource”.

IV. The Second Fishing Season 2020 for the anchovy and white anchovy resource for the North-Central Zone is terminated

Through Ministerial Resolution No. 000025-2021-PRODUCE published in the Official Gazette “El Peruano”, on January 23, 2021, the Second Fishing Season 2020 of the anchovy resource (Engraulis ringens) and white anchovy (Anchoa nasus), corresponding to the North-Central Zone, in the maritime area between the northern end of the maritime domain of Peru and 16°00’LS, is terminated from 00:00 hours on January 25, 2020.

GENERAL REGULATIONS

I. Approval of the “Procedure for biometric sampling of anchovy and white anchovy on board fishing vessels”

Through Ministerial Resolution No. 00456-2021-PRODUCE published in the Official Gazette “El Peruano”, on January 08, 2021, the “Procedure for biometric sampling of the anchovy and white anchovy resource on board fishing vessels” is adopted, which is annexed to this Ministerial Resolution.

II. Amendment of R.M. No.00016-2021-PRODUCE, which sets out catch limits for horse mackerel and mackerel resources for period 2021

Through Ministerial Resolution No. 00027-2021-PRODUCE published in the Official Gazette “El Peruano”, on January 23, 2021, numerals 2.1 and 2.2 of Article 2 of Ministerial Resolution No. 00016-2021-PRODUCE are amended, as follows:

“2.1 The Ministry of Production suspends the extractive activities of the horse mackerel resources (Trachurus murphyi) and mackerel (Scomber japonicus peruanus), for environmental, oceanographic or biological reasons, after report from the Peruvian Sea Institute – IMARPE.

2.2 The Ministry of Production terminates the extractive activities of the resources Horse mackerel (Trachurus murphyi) and Mackerel (Scomber japonicus peruanus) once the catch limits set out in paragraphs 1.1 and 1.3 in Article 1 of this Ministerial Resolution are reached or are estimated to be reached or when the Peruvian Sea Institute – IMARPE recommends it for environmental or biological circumstances, or failing that, its execution must not exceed December 31, 2021.

III. Approval of the “Technical Sanitary Procedure for the import of hydrobiological resources”

Through Resolution of Executive Presidency No. 004-2021-SANIPES/PE published in the Official Gazette “El Peruano”, on January 26, 2021, the “Technical Sanitary Procedure for the import of hydrobiological resources” is adopted, based on the grounds set forth in the recital to this Executive Chair’s Resolution.

IV.Approval of the Single Form for the procedure of TUPA of the National Fishery Health Agency (SANIPES) and the standard models of the Hygiene and Sanitation Manual and the Manual of Good Handling and Preservation Practices on Board

Through Resolution of Executive Presidency No. 007-2021-SANIPES/PE published in the Official Gazette “El Peruano”, on January 30, 2021, the Single Form for the procedure TUPA No. 23 of the Single Form for Administrative Procedures – TUPA of the National Fisheries Health Agency (SANIPES) was adopted by Supreme Decree No. 025-2015-PRODUCE, so that those administered make use of it in the applications referred to the sanitary clearance of artisanal fishing vessels and/or bivalve mollusks.

APPOINTMENTS

I. Adviser II of the Head Office of FONDEPES was appointed

Through Resolution No. 001-2021-FONDEPES/J published in the Official Gazette “El Peruano”, on January 5th, 2021, Mr. Luis Alberto Salazar Salazar was appointed as Adviser II of the Head Office of the National Fund for Fisheries Development.

II.Communication Coordinator of the Head Office of FONDEPES was appointed

Through Administrative Resolution No. 002-2021-FONDEPES/J published in the Official Gazette “El Peruano”, on January 5th, 2021, Mrs. Angela Josset Huatay Benites was appointed as Communication Coordinator of the Head Office of the National Fund for Fisheries Development.

III.Adviser I of the Head Office of the National Fund for Fisheries Development Funs was appointed

Through Administrative Resolution No. 003-2021-FONDEPES/J published in the Official Gazette “El Peruano”, on January 6, 2021, Mrs. María Teresa Ramírez-Otárola Sarmiento was appointed as Adviser I of the Head Office of the National Fund for Fisheries Development.

IV.Adviser I of the Head Office of the National Fund for Fisheries Development was appointed

Through Resolution No. 004-2021-FONDEPES/J published in the Official Gazette “El Peruano”, on January 7th, 2021, Mr. Miguel Eliseo Kuzma Alfaro was appointed as Adviser I of the Head Office of the National Fund for Fisheries Development.

V.The powers of approval and formalization of budgetary modifications at the Programmatic Functional Level of FONDEPES during Fiscal Year 2021 are delegated to the General Management

Through Administrative Resolution No. 005-2021-FONDEPES/J published in the Official Gazette “El Peruano”, on January 9, 2021, the General Management of the National Fund for Fisheries Development is delegated during Fiscal Year 2021, the powers of approval and formalization of the budgetary modifications at the Programmatic Functional Level of Budget 059: National Fund for Fisheries Development – FONDEPES.
