On March 20, 2023, the Private Investment Promotion Agency – PROINVERSION published the New Call for the Comprehensive Projects Tender for the concession of the “Huancayo – Huancavelica Railway” Project (“Tender”) to the private sector.
The estimated investment amount, excluding VAT, is US$ 263 million.
The purpose of the Tender is the selection of national or foreign legal entities for the design, financing, rehabilitation and improvement of the railway infrastructure, provision of systems and electromechanical equipment, provision of rolling stock, operation, administration and maintenance of the “Huancayo – Huancavelica Railway” Project (“Project”).
The Project will be granted through the Public-Private Partnership (“PPP”) modality, co-financed for a term of 30 years, where the Concessionaire will have the right and obligation to operate the railway infrastructure and charge railway operators for access to it; it may also receive additional revenue for the services it may provide directly or indirectly in the Project area and on the authorized assets.
The Tender Rules, published in PROINVERSION’s institutional website, establish that the Project will go through three stages:
(i) Call and opening of prequalification;
(ii) Stakeholder comments on the published version of the contract and subsequent publication of a second version of the contract with the investors’ recommendations and updated project budget; and
(iii) Award.
The fixed rate for the right of the participation is US$ 2,000.00 (Two Thousand and 00/100 dollars, including VAT).
