Adoption of the Procedure for Monitoring Compliance with the Technical Standard for the Real-Time Information Exchange for the Operation of the National Interconnected Electric System

 

On Monday, April 4, 2022, Resolution Nº 053-2022-OS/CD was published in the Official Gazette “El Peruano”, which adopts the “Procedure for Monitoring Compliance with the Technical Standard for the Real-Time Information Exchange for the Operation of the National Interconnected Electric System” (the “Resolution 053”).

The purpose of Resolution 053 is to adopt the procedure for monitoring compliance with the provisions established in the Technical Standard for the Real-Time Information Exchange for the Operation of the National Interconnected Electric System, which was adopted by Directorial Resolution Nº 243-2012-EM/DG (the “NTOR”). This procedure describes the topics it will analyze, as well as the monitoring methods for each one of them.

The monitoring shall have two sources of information to be reviewed: (i) the information published by the COES in its Web Portal, as established in the First and Second Complementary Provisions of the Standard for the Real-Time Information Exchange for the Operation of the National Interconnected Electric System, and (ii) the reporting requirements referred to the compliance with the obligations of the NTOR made by OSINERGMIN to the members of the RIS and the COES.

In relation to the above, regarding the requirements for the members of the system, OSINERGMIN shall be entitled to request information from the previous calendar year to the members of the RIS during the first quarter of each calendar year. The members must deliver the information in the fifteen calendar days following the receipt of the request and must designate a specialist for the technical coordination that OSINERGMIN may require, in relation to the aforementioned information.

Likewise, Resolution 053 establishes that the COES must maintain in permanent operation, a “network analyzer” system, according to the minimum requirements of the Fourth Final Complementary Provision, this system must be installed by the COES within one year from the entry into force of the monitoring procedure.

Finally, it is important to mention that within the procedure, infractions and sanctions have been adopted, which shall be applicable to both the members of the RIS and COES.
