The new COES Technical Procedure No. 17 “Determination of Effective Power and Performance of Thermoelectric Generation Units” (“New PR-17”), the new COES Technical Procedure No. 18 “Determination of the Effective Power of Hydroelectric Power Plants” (“New PR-18”) and the modification of the COES Glossary of Abbreviations are approved
On January 25, 2025, two key resolutions were published in the Official Gazette El Peruano:
- Resolution N° 004-2025-OS/CD, which approves the new PR-17 and modifies the COES Glossary.
- Resolution N° 005-2025-OS/CD, which approves the new PR-18.
Below is a summary of the main changes:
New PR-17: Effective Power and Thermoelectric Generation Performance
- COES assumes a new role in the determination and publication of the Thermoelectric Effective Power Conditions.
- New rules are established for the evaluation of power and performance (EPEyR), including:
- Mandatory performance at the start of operations and in annual reviews.
- Possibility of requesting EPEyR by other generators with justification.
- Specific deadlines for programming and execution.
- New criteria in the EPEyR reports, such as the measurement of fuel consumption in no-load operation
- Calculations and correction factors are adjusted, such as the use of the lower calorific value of the fuel and a power factor adjustment.
Modifications to the COES Glossary
- The definition of Effective Power Condition is eliminated.
- Terms such as Effective Power Relative Humidity and Gross Power are modified.
- Effective Power Ambient Pressure is replaced by Effective Power Atmospheric Pressure.
New PR-18: Effective Power of Hydroelectric Plants
- The option of requesting EPE by other generators with justification is enabled.
- Strict deadlines are established for the scheduling, delivery and approval of EPE reports.
- Exceptions on the validity of the effective power values are established, applying 85% of the guaranteed power in certain cases.
