Law No. 32279, Law of Land Management and Creation of the National Land Management System (SINADOT) is enacted

Published in the Official Gazette “El Peruano” on April 2, 2025, Law No. 32279 creates SINADOT seeking to establish a regulatory framework applicable at the three levels of government, to articulate and coordinate land management instruments, maximizing the productive use of the territory. These instruments include: (i) the National Land Management Policy, which will be approved by the Presidency of the Council of Ministers (PCM); (ii) land management plans, approved by the regional governments; (iii) land development and urban and rural development plans, approved by the local governments; (iv) instruments issued by the various sectors; and (v) land information systems.

The most relevant aspects of the regulation are described below:

1. Regarding Land Management Plans: It is established that the PCM issues an opinion on regional land management plans and strategic-productive land management plans. It should be noted that these plans do not assign zoning or use exclusions.
2. Regarding Land Development Plans: It is established that the land development plans regulated by Law No. 31313, Sustainable Urban Development Law and its Regulations must be prepared taking into consideration the SINADOT guidelines and in coordination with the PCM, as the latter is the governing entity.
3. Land Use Planning Advisory Council: An Advisory Council is created as a permanent body to provide support aimed at promoting the efficiency of the land use planning process through recommendations. However, it is established that such opinions are not binding.
