FISHING CLOSURES AND AUTHORIZATIONS

  • AMENDS 2026 CATCH QUOTA FOR HAMMERHEAD SHARK: Through Ministerial Resolution No. 311-2026-PRODUCE, published in the Official Gazette El Peruano on September 2, the catch quota for the hammerhead shark resource for 2026 was amended to 466.8 tons.
  • SUSPENDS FISHING OF THE BONITO RESOURCE: Through Directorial Resolution No. 118-2026-PRODUCE/DGSFS-PA, published on the Ministry of Production's website on September 4, fishing of the bonito resource conducted by artisanal fishing vessels with a hold capacity of 10 to 32.6 m³ was suspended, effective as of 00:00 hours on September 6.
  • SUSPENDS FISHING OF THE JUMBO SQUID OR POTA RESOURCE: Through Directorial Resolution No. 121-2026-PRODUCE/DGSFS-PA, published on the Ministry of Production's website on September 11, fishing of the jumbo squid (or pota) resource conducted by artisanal fishing vessels with a hold capacity of 10 to 32.6 m³ was suspended, effective as of 00:00 hours on September 13.
  • AUTHORIZES IMARPE TO CARRY OUT OPERATION ANGUILA VII: Through Ministerial Resolution No. 333-2026-PRODUCE, published in the Official Gazette El Peruano on September 22, IMARPE was authorized to carry out Operation Anguila VII in the maritime area between 03°24'S and 06°30'S, for a period of seven (7) calendar days beginning October 8, 2026, with the participation of two small-scale vessels.
  • ESTABLISHES CATCH QUOTA FOR MAHI-MAHI FOR THE 2026-2027 SEASON: Through Ministerial Resolution No. 334-2026-PRODUCE, published in the Official Gazette El Peruano on September 23, the catch quota for the mahi-mahi (dorado) resource for the period September 1, 2026 to April 30, 2027 was established at 58,000 tons.
  • AUTHORIZES IMARPE TO CARRY OUT EXPLORATORY FISHING OF DEEP-SEA COD (BACALAO DE PROFUNDIDAD): Through Ministerial Resolution No. 336-2026-PRODUCE, published in the Official Gazette El Peruano on September 23, IMARPE was authorized to carry out exploratory fishing of the deep-sea cod resource until December 31, 2026, with the participation of three (3) small-scale vessels.

GENERAL REGULATIONS

  • DICTATES EXTRAORDINARY MEASURES FOR THE EXECUTION OF INTERVENTIONS THROUGH THE WORKS-FOR-TAXES MECHANISM: Through Emergency Decree No. 010-2026, published in the Official Gazette El Peruano on September 2, extraordinary and temporary economic and financial measures were established to enable the execution of emergency Optimization, Marginal Expansion, Rehabilitation, and Replacement Services and Investments (IOARR, by its Spanish acronym) through the Works-for-Taxes mechanism, regulated by Law No. 29230.
  • APPROVES LIST OF PRODUCTION SECTOR SERVICES TO BE EXECUTED THROUGH THE WORKS-FOR-TAXES MECHANISM IN RESPONSE TO THE EL NIÑO PHENOMENON: Through Ministerial Resolution No. 319-2026-PRODUCE, published in the Official Gazette El Peruano on September 11, the list of Production Sector services for addressing the 2026-2027 El Niño Phenomenon to be executed through the Works-for-Taxes mechanism was approved. Notable services include those aimed at ensuring the continuity of operations in supply markets and the continuity of the landing, preservation, and marketing of hydrobiological products.
  • AMENDS ANNEX OF THE SISESAT REGULATIONS: Through Ministerial Resolution No. 331-2026-PRODUCE, published in the Official Gazette El Peruano on September 20, Annex 2 of the Regulations of the Satellite Fishing Monitoring System (SISESAT), approved by Supreme Decree No. 001-2014-PRODUCE, was amended.
  • APPROVES EMERGENCY PLAN FOR THE FISHING AND AQUACULTURE SUBSECTORS: Through Ministerial Resolution No. 322-2026-PRODUCE, published in a special edition of the Official Gazette El Peruano on September 11, the Emergency Plan for the Fishing and Aquaculture Subsectors of the Production Sector was approved, comprising 8 lines of action, 19 measures, and 46 activities aimed at addressing, in a targeted manner, the needs of the sector arising from the El Niño Phenomenon contingencies.
  • EXCEPTIONALLY DETERMINES THAT THE FIRST 2026 NORTH-CENTRAL ANCHOVY FISHING SEASON SHALL NOT BE CONSIDERED FOR PURPOSES OF COMPLIANCE WITH THE MINIMUM EXTRACTION REQUIREMENT: Through Ministerial Resolution No. 323-2026-PRODUCE, published in the Official Gazette El Peruano on September 15, it was exceptionally determined that the first 2026 north-central anchovy fishing season shall not be taken into account for purposes of vessel owners' compliance with the requirement to extract at least 80% of their catch limit.
  • DECLARES THE MODERNIZATION AND REORGANIZATION OF THE ENVIRONMENTAL SECTOR: Through Supreme Decree No. 012-2026-MINAM, published in the Official Gazette El Peruano on September 17, the modernization and reorganization of MINAM, as well as of its special programs and projects and the public agencies attached to the Environmental Sector, was declared for a period of 120 calendar days.
  • ORDERS THE CREATION OF A WORKING GROUP FOR THE SUSTAINABLE MANAGEMENT OF JUMBO SQUID OR POTA AND A WORKING GROUP FOR THE SUSTAINABLE MANAGEMENT OF THE PURSE SEINE FISHERY: Through Ministerial Resolution No. 340-2026-PRODUCE, published in the Official Gazette El Peruano on September 24, the creation of the "Working Group for the Sustainable Management of the Jumbo Squid or Pota Resource" and the "Working Group for the Sustainable Management of the Purse Seine Fishery" was ordered, with representatives from both the public and private sectors.
  • AMENDS ANNEX OF THE PROGRAM FOR FACILITATING SISESAT EQUIPMENT FOR ARTISANAL VESSELS WITH A HOLD CAPACITY OF 10 M³ OR LESS: Through Ministerial Resolution No. 341-2026-PRODUCE, published in the Official Gazette El Peruano on September 24, the annex of Ministerial Resolution No. 439-2024-PRODUCE was amended to facilitate the equipping of SISESAT devices on artisanal vessels with a hold capacity of 10 m³ or less.
  • APPROVES EXCEPTIONAL REGIME FOR THE PAYMENT OF FINES BY PRODUCE AND SANIPES: Through Supreme Decree No. 013-2026-PRODUCE, published in the Official Gazette El Peruano on September 29, an exceptional regime for the payment of fines imposed by PRODUCE and SANIPES was approved, providing for a 50% reduction for fines imposed between March 2019 and December 2021, and a 40% reduction for the remaining periods, as applicable in accordance with the regulation. The period for availing of this regime is tied to the duration of the emergency period declared for the Fishing and Aquaculture Subsectors under Supreme Decree No. 012-2026-PRODUCE.

APPOINTMENTS

  • APPOINTS DIRECTOR OF MONITORING AND EVALUATION AT THE MINISTRY OF PRODUCTION: Through Ministerial Resolution No. 326-2026-PRODUCE, published in the Official Gazette El Peruano on September 17, Mr. Lenin Ernesto Laguna Dueñas was appointed Director of Monitoring and Evaluation of the General Directorate of Policies and Regulatory Analysis for Fisheries and Aquaculture.
  • APPOINTS MEMBER OF THE ITP'S BOARD OF DIRECTORS ON BEHALF OF MINCETUR: Through Supreme Resolution No. 017-2026-PRODUCE, published in the Official Gazette El Peruano on September 24, Mr. Andrés Arturo Morán Gallegos was appointed as a member of the ITP's Board of Directors on behalf of MINCETUR.
