OSIPTEL establishes procedure for terminating public services and publishes draft differentiated regulation for corporate subscribers

On July 6, 2025, the following resolutions were published in the Official Gazette “El Peruano”:

  1. Resolution No. 000070-2025-CD/OSIPTEL, which approved the “Regulation establishing the procedure for canceling mobile public services within the framework of validating information from the registry of subscribers and the seller or natural person directly involved in contracting public telecommunications services” (the “Regulation”).
  2. Resolution No. 000068-2025-CD/OSIPTEL, which approved the publication for comment of a draft rule that would establish differentiated regulation for corporate subscribers (the “Draft”).

The Regulation establishes the procedure that mobile public service operators must follow if OSIPTEL informs them that their subscriber registration data has not been validated by RENIEC or Migration. The procedure includes a period of regularization and another of suspension of the line before canceling it. It also regulates the rectification of erroneous data.

The Regulation also amended Resolution No. 000031-2025-CD/OSIPTEL to allow and regulate the unlocking of mobile terminal equipment purchased abroad that was blocked because it did not appear on the RENTESEG White List.

The bill, for its part, proposes to classify subscribers that are legal entities as “corporate subscribers” and exclude them from the application of various regulations, including the Terms of Use (with exceptions), the Quality Regulations, and the Complaint Handling Regulations. In addition, it allows operators to implement alternative channels to serve corporate users.

Interested parties were given a period of fifteen (15) calendar days from publication to submit their comments on the Draft hrough OSIPTEL’s Virtual Reception Desk.
