He counsels on administrative procedures before public administration entities in all three sectors of government, both in procedures initiated at the request of a party and those initiated ex officio by the authorities.
Hugo also advises on construction, mining, industrial companies and real-estate promoters on the acquisition of lands, multi-family complexes development, shopping mall construction, buildings regularization, land zoning, urban habilitation and planning, and legislation for construction in general.
