APPROVAL OF THE EMERGENCY PLAN FOR THE FISHERIES AND AQUACULTURE SUBSECTORS OF THE PRODUCTION SECTOR
Through Ministerial Resolution No. 322-2026-PRODUCE, published on Saturday, September 12, in an extraordinary edition of the Official Gazette El Peruano corresponding to Friday, September 11, the “Emergency Plan for the Fisheries and Aquaculture Subsectors” was published pursuant to the declaration of a state of emergency established by Supreme Decree No. 012-2026-PRODUCE.
The purpose of the Plan is to create the necessary conditions to strengthen the productive capacity and response of the fisheries and aquaculture value chains and their related stakeholders in response to the effects of the El Niño Phenomenon. The monitoring and implementation of the measures will be carried out by the General Directorate of Monitoring and Assessment of the General Directorate of Fisheries and Aquaculture Policy and Regulatory Analysis.
The Plan’s strategy comprises eight (8) lines of action, nineteen (19) measures, and forty-six (46) activities aimed at addressing the sector’s needs in a targeted manner.
Among its main priorities is strengthening IMARPE’s research, monitoring, and operational recovery capabilities, as well as promoting the sustainable use of opportunity resources that, as a result of the El Niño Phenomenon, may become more abundant and available. The Plan also includes measures to facilitate the continuity of fishing plants by allowing them to temporarily adapt to changes in the availability and diversification of resources.
In financial matters, mechanisms are promoted to facilitate access to credit, including payment facilities for outstanding loans granted by FONDEPES and Extraordinary Preventive and Recovery Financing Credit Programs for adverse climate events associated with the El Niño Phenomenon. The Plan also provides for capacity-building measures for fishermen, aquaculture producers, and other stakeholders in matters relating to fisheries management, environmental matters, and sanitary requirements.
