Ministries approve the List of Services eligible for execution under the exceptional framework of the Works for Taxes mechanism in response to the 2026–2027 El Niño Phenomenon

Within the framework established by Emergency Decree No. 010-2026, today the Culture, Transport and Communications, Education, and Health sectors approved the List of Services that may be financed and executed through the Works for Taxes (OxI) mechanism under the exceptional framework established by Emergency Decree No. 010-2026.

These services are added to those previously approved by MIDAGRI. Likewise, other sectors are expected to approve their respective lists of services in the coming days, progressively expanding the scope of the measure.

Approved services

1. Ministry of Health:

Through Ministerial Resolution No. 808-2026/MINSA, MINSA approved twenty (20) services eligible for execution. The approved services cover actions related to ensuring the continuity of health facilities and services, as well as the diagnosis and treatment of diseases. The following are among the key services:

  • Preventive and corrective maintenance of health facilities to mitigate the effects of heavy rainfall.
  • Comprehensive healthcare services through digital health in emergency areas.
  • Laboratory services for the diagnosis of febrile syndromes.
  • Implementation of observation and clinical surveillance units for the management of dengue cases.

2. Ministry of Culture:

Through Ministerial Resolution No. 332-2026-MC, MINCUL approved fourteen (14) services eligible for execution, grouped into four (4) areas of intervention aimed at protecting cultural heritage and public cultural infrastructure, including the following:

  • Stabilization and preventive protection of pre-Hispanic and historical immovable cultural heritage.
  • Maintenance and installation of stormwater drainage systems in museums and cultural infrastructure.
  • Waterproofing and maintenance of roofs, electrical installations, and drainage systems in public libraries.

3. Ministry of Transport and Communications:

Through Ministerial Resolution No. 485-2026-MTC/01, the MTC approved twenty-six (26) services eligible for execution in the Transport and Communications subsectors. These services comprise interventions in the Transport and Communications subsectors, designed as prevention, preparedness, and response measures in response to the El Niño Phenomenon. The following are among the key services:

Transport subsector

  • Removal and clean-up of landslides and mudslides.
  • Protection, stabilization, and repair of slopes and retaining walls.
  • Provision of alternative routes and temporary detours.
  • Implementation of preventive measures and vulnerability reduction measures on the Concessioned National Road Network and its access roads in response to emergencies.

Communications subsector

  • Repair of fiber-optic network segments in public telecommunications networks to ensure continuity of communications services.
  • Recovery and reinforcement of the operational capacity of backup power systems for public telecommunications networks.
  • Contingency satellite connectivity services to ensure continuity of mobile communications and Internet services in areas affected by, or at high risk of, disruption to terrestrial networks.

4. Ministry of Education:

Through Ministerial Resolution No. 544-2026-MINEDU, MINEDU approved the consolidated list of eight (8) services applicable to institutions and entities providing public educational services, including universities, within the territorial scope authorized under DU 010. The approved services include:

  • Cleaning, protection, restoration, and environmental control services.
  • Partial demolition of buildings at high risk of collapse and the acquisition, transportation, and installation of temporary systems to mitigate the risk of collapse.
  • Improvement of the quality of electric power services.
  • Thermal comfort conditioning services for areas affected by cold spells and/or frost.
