New sectors approve the List of Services eligible for execution under the exceptional framework of the Works for Taxes mechanism in response to the 2026–2027 El Niño Phenomenon
Additional sectors continue to join the extraordinary Works for Taxes framework. Today, the Ministries of Environment, Production, Housing, Construction and Sanitation, Interior, and Development and Social Inclusion approved the respective Lists of Services that may be financed and executed through the Works for Taxes (OxI) mechanism under the exceptional framework established by Emergency Decree No. 010-2026.
These services are added to those previously approved by MIDAGRI, MINCUL, MTC, MINSA, and MINEDU. Likewise, other sectors are expected to approve their respective lists of services in the coming days, progressively expanding the scope of the measure.
Below, we summarize the main aspects of the resolutions approved by each sector:
Approved services
1. Ministry of Environment:
Through Ministerial Resolution No. D000295-2026-MINAM, MINAM approved a list of eight (8) services eligible for execution under the exceptional OxI framework. The following are among the key approved services:
- Temporary protection services for riparian forest ecosystems against flooding through the installation of containment barriers.
- Temporary management of dry vegetation in forest ecosystems to reduce the risk of fires during the El Niño Phenomenon.
- Strengthening of monitoring and assessment of natural resources in response to extraordinary El Niño Phenomenon (FEN) events.
2. Ministry of Production:
Through Ministerial Resolution No. 00319-2026-PRODUCE, PRODUCE approved four (4) services eligible for execution. The services focus on ensuring the continuity of fishing and aquaculture activities, as well as preventing and addressing impacts on food markets. They include:
- Temporary comprehensive support services to ensure continuity of food market operations.
- Temporary services to ensure the continuity of the unloading, preservation, and marketing of fishery products.
- Specialized preventive maintenance services for gutters, stormwater downspouts (BAP), and the internal stormwater drainage network of public food markets.
3. Ministry of Housing, Construction and Sanitation:
Through Ministerial Resolution No. 366-2026-VIVIENDA, the MVCS approved a total of eight (8) services eligible for execution in the areas of drinking water and sanitation, as well as housing, urban planning, and urban development. These include the following:
Drinking water and sanitation
- Cleaning and disinfection services for the temporary restoration of sanitary and operational conditions in affected drinking water and sanitation systems.
- Preventive cleaning and desilting services for natural waterways and drainage systems located near the components of drinking water and sanitation systems operated by service providers.
- Temporary pumping services for water transfer and the removal of accumulated water in the event of natural disasters.
Housing, urban planning, and urban development
- Implementation of Temporary Housing Modules (MTV).
- Cleaning, desilting, channeling, conditioning of waterways, ravines, and critical points, and removal of excess material in urban areas using heavy machinery.
4. Ministry of Development and Social Inclusion:
Through Ministerial Resolution No. D000249-2026-MIDIS, MIDIS approved a list of four (4) services eligible for execution, organized into the areas of infrastructure, and equipment and furnishings. They include the following:
Infrastructure
- Rehabilitation services for emergency interventions to repair the physical infrastructure where the sector’s programs and interventions provide services that may be affected by the El Niño Phenomenon (FEN).
- Rehabilitation services for emergency interventions to repair the physical infrastructure of Territorial Units and sector offices located in areas affected by the El Niño Phenomenon (FEN).
Equipment and furnishings
- Replacement and installation of emergency-adapted equipment to ensure uninterrupted provision of services by the sector’s programs.
- Replacement and installation of equipment and furnishings used to provide services by the sector’s programs.
5. Ministry of Interior:
Through Ministerial Resolution No. 1334-2026-IN, MININTER approved the following single service for execution: “Operational Deployment, Integrated Patrol, and Logistical Response to Emergencies.” The resolution establishes that the service may be executed in areas subject to declarations of a State of Emergency due to imminent danger or for the implementation of measures in response to the 2026–2027 El Niño Phenomenon.
The service seeks to strengthen operational response capacity in emergencies through the deployment of personnel and resources from the National Police of Peru, Fire Department, Migration, SUCAMEC, and municipal security services. Its main components include logistical and operational support for patrol and emergency response, as well as control, inspection, and support activities for the entities involved.
