New OxI Record: More Funding Available for Public Projects with Private Sector Participation

On June 28, 2026, Supreme Decree No. 121-2026-EF was published in the Official Gazette El Peruano, through which the Ministry of Economy and Finance approved the new Annual Maximum Capacity Limits (“TMCA”) for the issuance of Regional and Local Public Investment Certificates – Public Treasury (“CIPRL”) applicable to Regional Governments, Local Governments, and Public Universities.

These limits became effective on the day following their publication and will remain in force until new TMCA limits are approved.

Framework and Scope

  • The approval of the TMCA falls within the transitional regime applicable to the years 2025, 2026, and 2027, under which the MEF considers the higher amount between the CIPRL limit and the fiscal space available to assume new obligations.
  • In all cases, the mechanism remains subject to the principle of fiscal responsibility and compliance with the applicable fiscal rules.

Impact

The increase in the limits expands the capacity of Regional Governments, Local Governments, and Public Universities to promote investments and provide services in priority sectors such as health, education, road infrastructure, water, sanitation, and citizen security, through collaboration with the private sector.
