Directoral Resolution No. 348-2026 MGP/DICAPI

The General Directorate of Captaincies and Coast Guard has issued Directoral Resolution No. 348-2026 MGP/DICAPI, published on June 8, 2026, establishing new anchorage areas and navigation channels, as well as a comprehensive reorganization of such areas within the jurisdiction of the Port Captaincy of Callao, including the bays of Ancón, Pucusana, and Callao, based on the type and condition of the vessel, the nature of its cargo, and the operations to be carried out.

Key Developments

  • Establishment of Maritime Navigation Channels and Reorganization of Anchorage Areas:
    The Resolution establishes a new organization of navigation channels and anchorage areas within the jurisdiction of the Port Captaincy of Callao, applicable to different classes of vessels according to their type, condition, cargo classification, and intended operations. In particular, it introduces new areas and relocates existing ones in the bays of Pucusana and Ancón, including the designation of navigation channels, specific sectors, and anchorage areas for various types of vessels.Among the principal measures adopted are: one (1) navigation channel, two (2) new anchorage areas, and the relocation of five (5) anchorage areas in Pucusana; as well as one (1) navigation channel comprising seven (7) sectors, six (6) anchorage areas, and the relocation of two (2) anchorage areas in Ancón. These modifications were subject to technical evaluation, which concluded that they do not overlap with existing water-use rights, areas reserved for National Defense, or areas designated for port development.
  • Regulatory Consolidation and Repeal of Previous Resolutions:
    The Resolution repeals Directoral Resolution No. 614-2023 MGP/DICAPI, Directoral Resolution No. 401-2025 MGP/DICAPI, Directoral Resolution No. 839-2025 MGP/DICAPI, and Annex “E” of Directoral Resolution No. 234-2020 MGP/DGCG insofar as it relates to Callao, thereby consolidating the applicable regulatory framework into a single updated annex.
  • Obligations for Maritime Operators:
    The Resolution establishes joint responsibility for maritime agents, vessel owners, and shipowners to ensure that captains and masters comply with the authorized anchorage areas and navigation channels corresponding to the type and condition of the vessel, the nature of its cargo, and the operations to be carried out.
  • Restrictions on the Use of Anchorage Areas:
    The designated zones are classified as restricted water areas. Accordingly, activities such as unauthorized navigation, fishing, recreational activities, and nautical sports are prohibited within these areas.
  • Safety and Navigational Aids Measures:
    The Resolution mandates the implementation of navigational buoys and the inclusion of the geographical boundaries of anchorage areas and navigation channels in official nautical charts, with the objective of safeguarding human life at sea and preventing maritime incidents.
