TEMPORARY MEASURES PUBLISHED TO STRENGTHEN SECURITY IN MOBILE SERVICE CONTRACTS
On November 21, Resolution No. 000116-2025-CD/OSIPTEL was published, approving temporary measures to strengthen security in the contracting and management of public mobile services. This was done within the framework of the State of Emergency declared by Supreme Decree No. 009-2024-JUS.
Among the relevant measures are the following:
- Measures are approved to properly identify subscribers, particularly those who have multiple mobile lines registered in their name.
- Foreigners are required to contract mobile services in person and undergo biometric verification.
- The number of contracts a natural person may enter into is limited to one (1) every thirty (30) calendar days.
- Specific rules are established for the regularization of registrations and the termination of irregular services, as well as a sanctions regime to ensure compliance.
- A summary procedure is approved for the termination of mobile services with inconsistent registrations. This includes the non-application of some of the rules approved by Resolution No. 070-2025-CD/OSIPTEL regarding service termination.
