César Carrillo specializes in public services regulation, infrastructure and concessions, energy, elimination of bureaucratic barriers and antitrust.
He provides advisory related to legal, regulatory and contractual compliance in energy, transportation infrastructure and competition law. He has experience across all stages of the development of concessions and Public-Private Partnerships (PPP), with a particular focus on electricity, ports, airports, railways, road networks, and healthcare infrastructure projects.
César provides comprehensive advice in procedures related to the elimination of bureaucratic barriers and non-tariff trade barriers before the Peruvian Competition Authority (INDECOPI). He actively represents clients in administrative sanctioning procedures, as well as in processes related to private investment in services and infrastructure for public use. He also participates in the prevention and resolution of controversies with regulatory implications.
He is a member of the Young Leaders Community of the Peruvian Institute of Business Administration (IPAE). In 2023, he completed a secondment in the Legal and Insurance Department of DP World Logistics S.R.L.
