CONSTRUCTION OF NEW EDUCATIONAL INFRASTRUCTURE FOR SCHOOLS AT RISK IN METROPOLITAN LIMA
A declaration of interest for the Co-financed Private Initiative “Construction of New Educational Infrastructure for At-Risk Schools in Metropolitan Lima” (the “Project”), under a Public-Private Partnership (“PPP”) model, was recently published in the Official Gazette El Peruano.
The scope of the Project consists of the following:
(i) Construction and equipping of 13 educational institutions in Metropolitan Lima, including the development of new infrastructure and its comprehensive implementation to bring the facilities into operation.
(ii) Implementation of temporary relocation plans (“PRT”), which include the provision of temporary infrastructure to ensure the continuity of educational services during the execution of the construction work.
(iii) Provision of mandatory services, such as maintenance, cleaning, security, and other complementary services necessary for the proper operation of the educational institutions.
The educational institutions involved are as follows:
The declaration of interest triggers the competitive bidding process under the PPP regime, allowing interested third parties to submit expressions of interest within 90 calendar days. The deadline for submitting expressions of interest is September 2, 2026.
Interested parties must submit a letter of interest accompanied by a joint and several, irrevocable, unconditional, and automatically enforceable bank guarantee in favor of PROINVERSIÓN, in the amount of S/ 11,317,837.00.
The main characteristics and conditions of the Project are as follows:
- The Project is structured as a co-financed public-private partnership (PPP) under a concession contract, with a term of 20 years and an approximate reference investment amount of S/ 1,118 million (excluding VAT).
- PROINVERSIÓN acts as the Granting Authority, and the Ministry of Education retains responsibility for the educational, pedagogical, and administrative management of the educational institutions.
- The Project will be fully co-financed by the Grantor, with no transfer of demand risk to the Concessionaire. Consequently, the Project’s revenues will be backed by public funds committed from the State budget.
- The remuneration structure consists of: (i) the Availability Payment (PPD), which compensates for the investment in and operation of the educational institutions; (ii) the PRT Works Payment (PPO), associated with the construction of temporary infrastructure; and (iii) the PRT Payment (PPRT), linked to restoration activities. All these payments will be made in accordance with the terms and mechanisms set forth in the Concession Agreement.
- The main prequalification requirements include:
- General: Experience in public-private partnerships (PPPs) or concessions, with a participation of at least 25% in infrastructure or public service projects that are currently operational or have been recently completed.
- Technical: (i) construction experience totaling at least 150,000 m² in relevant buildings (education, healthcare, offices, among others) and (ii) at least four (4) years of experience in comprehensive infrastructure maintenance for assets of comparable scale.
- Financial: Minimum net worth of S/ 336 million, which may be demonstrated individually or jointly in the case of a consortium.
- Legal: Valid incorporation of the bidder, proof of powers of representation, and a commitment to establish a special-purpose entity for the execution of the Project.
