The CAN Extends the Veterinary Products Regulatory Reform Until 2031
Through Decision 970, published on October 1, 2026, the Andean Community extended the entry into force of Decision 960, "Standard for the Registration, Control, Marketing, and Use of Veterinary Products."
Decision 960 will enter into force on October 2, 2031. The extension responds to the need expressed by the Member Countries for additional time to develop the national regulations required for its proper implementation. The following considerations should be taken into account:
- The Member Countries will continue to apply the Community or national regulations currently in force regarding veterinary products.
- Resolution No. 2528, which approved the Andean Technical Manual for the Registration, Marketing, and Use of Veterinary Products, will enter into force together with Decision 960.
- Bolivia, Colombia, and Ecuador are granted a term until September 30, 2036 to adapt, within their respective territories, the validity periods of the registrations of the establishments covered by Decision 960.
It should be noted that Decision 960 will be enforced by SENASA with respect to terrestrial animals and by SANIPES with respect to aquaculture animals. It will cover pharmacological and biological products, ectoparasiticides, insecticides, repellents, antiseptics, disinfectants, sanitizers, and detergents for veterinary use.
Products not covered include foot-and-mouth disease vaccines, autogenous vaccines, animal feed, phytotherapeutic and homeopathic medicines, cosmetic products, compounded formulas, officinal preparations, and floral essences for veterinary use.
The new regime will introduce obligations relating to good manufacturing, laboratory, and storage practices, as well as the implementation of pharmacovigilance and quality management systems.
