Guidelines for the National Infrastructure Plan 2026–2031

On June 20, 2026, Directoral Resolution No. 001-2026-EF/68.01 was published in the Official Gazette El Peruano, approving the Guidelines for the Territorial Monitoring of the National Infrastructure Plan (“PNI”) 2026–2031 (the “PNI Guidelines”).

The PNI Guidelines establish the governance, management, and monitoring framework applicable to the 72 priority projects included in the PNI and are mandatory for the public entities responsible for their implementation. Their purpose is to strengthen the timely and coordinated execution of investments, maximize their territorial impact, and contribute to closing the country’s infrastructure gaps.

Set out below are some of the most relevant provisions of the PNI Guidelines:

1. Action Plan (“PACC”)

The PACC is an instrument designed to monitor actions and, in particular, the strategic management and coordination efforts of the entities responsible for the priority projects under the PNI. This is achieved through the early identification of risks, the monitoring of critical milestones necessary for the continuity and development of the projects, among other measures.

Each project must have a PACC approved by the responsible entity within a maximum period of 45 calendar days from the publication of the Guidelines. Its main components include, among others, the project schedule and milestones, the allocation of roles and responsibilities among the entities involved, inter-institutional coordination mechanisms, the risk management strategy, and the indicators used to monitor and evaluate project performance.

2. Territorial-Focused Programs (“PETs”)

PETs group together a priority PNI project and the complementary investments required to enhance its impact within the territory. Their design incorporates criteria such as connectivity, accessibility, competitiveness, and productivity, promoting an integrated vision of infrastructure and its alignment with economic and territorial dynamics.

This approach seeks to move beyond the traditional logic of standalone projects by fostering coordination among investments, stakeholders, and different levels of government in order to accelerate the closing of infrastructure gaps and maximize the economic and social benefits generated by such investments.

3. Allocation of Responsibilities among Public Entities

The PNI Guidelines clearly define the roles and responsibilities of the entities involved in the projects, assigning specific duties to the implementing entities as well as to Regional and Local Governments. This allocation of responsibilities strengthens coordination across different levels of government and contributes to a more efficient and integrated management of the priority investments.
