Supreme Decree No. 039-2026-EF approving the new National Infrastructure Plan 2026–2031 is published


On March 14, 2026, Supreme Decree No. 039-2026-EF (“DS 039-2026”) was published in the Official Gazette El Peruano, approving the National Infrastructure Plan 2026-2031 (the “NIP”).

The NIP is the main strategic instrument for prioritizing high-impact infrastructure investments at the national level, aimed at promoting national competitiveness and the country’s economic and social development through:

  • The prioritization of a portfolio of high-impact infrastructure projects.
  • The coordination and multisectoral management of programs that maximize their impact.
  • The promotion of special measures to facilitate the execution of investments.

In line with its previous editions, the NIP 2026-2031 constitutes a key input for the development of a transparent and consensus-based infrastructure agenda, aimed at closing critical gaps.

Below are the main aspects that define the NIP 2026-2031:

1. Territorial approach and sustainability: The NIP 2026-2031 adopts a territorial approach that complements competitiveness and sustainability criteria, prioritizing the execution of infrastructure projects in the following four macro-regions of the national territory:

  • North.
  • Center.
  • South.
  • Lima-Callao.

This segmentation allows investments to be directed in a differentiated manner, taking into account the particular characteristics and potential of each region.

2. Prioritized project portfolio: The NIP 2026-2031 prioritizes 72 high-impact projects, representing a total investment of S/ 144,117 million, which are territorially distributed across the macro-regions of North (25), Center (12), South (20), and Lima–Callao (15).

Given their relevance for economic development and the improvement of the population’s quality of life, this portfolio also includes projects across various sectors, among which the following stand out: Transport (28), Water and Sanitation (8), Electricity (8), Health (6), Culture (5), and Education (4), as well as interventions in Communications (1), Production (1), Vulnerable Populations (1), and Tourism (1).

3. Execution modalities: The NIP 2026-2031 portfolio will be implemented under the following execution modalities:

  • 33 Public-Private Partnerships (S/ 75,689 million).
  • 13 Government-to-Government (S/ 49,680 million).
  • 22 Public Works (S/ 10,605 million).
  • 2 Works for Taxes (S/ 119 million).
  • 2 Projects in Assets (S/ 8,025 million).

4. Prioritization methodology: The prioritization of the projects included in the NIP 2026-2031 is based on a methodology grounded in sustainability indicators, which assess four fundamental dimensions: economic-financial, social, institutional, and environmental. This approach seeks to ensure the viability and sustainability of investments, as well as the generation of broad benefits for the population.

Within this framework, the prioritized project portfolio serves as a platform for the coordination and multisectoral management of programs with a territorial approach, aimed at maximizing the positive impacts of such investments.

5. Coordination and intervention approach: The NIP 2026-2031 promotes the coordination of complementary projects within the same territory, with the aim of generating synergies that enhance regional economic development and optimize the use of public resources.

Likewise, special priority is given to multimodal transport projects, including roads, railways, ports, airports, and urban mobility systems, recognizing connectivity as a key factor for national competitiveness.

6. Roadmap: The NIP 2026-2031 Roadmap sets out five strategic lines that must be addressed in the short and medium term, in coordination with public entities and other stakeholders involved in infrastructure development in the country.

These include:

  • The coordination with public entities to define an action plan for prioritized projects and to implement portfolio management of the NIP.
  • The extension of benefits to advance projects and the identification of new promotion measures through inter-institutional coordination.
  • The identification of programs with a territorial approach.
  • The promotion of an infrastructure development strategy for the Peruvian Amazon.
  • The promotion of a national infrastructure development strategy that incorporates a long-term strategic vision.

7. Implementation guidelines: Within the framework of the implementation of the NIP, the Ministry of Economy and Finance, through the General Directorate of Private Investment Promotion Policy, will approve the NIP 2026-2031 guidelines by means of a directoral resolution within a period not exceeding 90 calendar days from the publication of DS 039-2026.

Such guidelines will include, among other aspects, the provisions for the preparation and monitoring of action plans for prioritized projects, the criteria for the identification and tracking of programs with a territorial approach, as well as the rules for the comprehensive monitoring of NIP projects.
