MANDATORY USE OF THE SISNE ELECTRONIC MAILBOX
The Superintendency of Banking, Insurance, and Private Pension Fund Administrators (“SBS”) has issued Resolution SBS No. 04131-2025, which mandates that, as of March 26, 2026, the use of the Electronic Mailbox of the Electronic Notification System (“SISNE”) will be mandatory as the sole official means for receiving:
- Administrative proceedings.
- Administrative acts.
- Services provided exclusively by the SBS.
The provisions of this Regulation are mandatory for insurance intermediaries, insurance auxiliaries, and representatives of foreign reinsurance companies.
Requirements for Creating an Electronic Mailbox:
To create an electronic mailbox in the SISNE system, individuals must provide their full name, the information recorded on their identity document, email address, and mobile phone number.
In the case of legal entities, they must provide their company name, RUC number, the registration entry and record of the company's registration, the legal representative's identification information, their email address and mobile phone number, as well as the registration entry and record of the current power of attorney.
Furthermore, the electronic mailbox must have (i) a confidential inbox for documents classified as confidential by the SBS (Superintendency of Banking, Insurance and Private Pension Fund Administrators) and (ii) a general inbox for all other communications.
Obligations of SISNE Users:
1. Keep the registered email address and mobile phone number active and available.
2. Periodically check the electronic mailbox assigned by the SBS to stay informed of any notifications.
3. Pay attention to alerts generated regarding the deposit of a notification.
4. Keep your information registered in the SISNE system up to date.
5. Maintain confidentiality and take security measures regarding the use of your username and password to prevent unauthorized access.
6. Know and comply with the Terms and Conditions of use of the electronic mailbox.
7. Safeguard the confidentiality of the information contained in the notifications received.
