Amendments to the Technical Standards of the National Building Regulations Published
On July 27, 2026, Ministerial Resolution No. 278-2026-VIVIENDA was published, amending Technical Standards G.010 and G.020 contained in Title I of the National Building Regulations (RNE).
Although the amendments do not introduce new technical design parameters, they have a systemic impact by redefining the purpose, scope, structure, minimum requirements, and guiding principles governing the interpretation and application of the RNE.
The main amendments include the following:
- The RNE is now defined as the sole national technical regulatory framework, and its purpose is no longer limited to design and construction. It now also encompasses the supervision and maintenance of urban development and building projects.
- The RNE applies to all parties involved in urban development and building processes, not only to those carrying out such activities.
- The RNE is no longer linked exclusively to urban plans and is now aligned with Territorial Planning, Urban Planning, and Rural Planning Instruments.
- Structural safety now includes the continuity of buildings, particularly those providing essential public services. Safety in the event of emergencies specifies requirements regarding access for emergency services, safe evacuation, fire protection systems, and fire detection and alarm devices.
- Environmental compliance is now assessed against maximum permissible limits and environmental quality standards, facilitating verification by the competent authorities.
- Universal accessibility is no longer treated as part of functionality but instead constitutes an independent mandatory requirement.
- The guiding principles have been aligned with the Sustainable Urban Development Law, with particular emphasis on the principle of Unity, reinforcing the primacy of the RNE over any conflicting regulations.
- The principle of safety of persons has been replaced by the principle of integrity of persons, which expressly incorporates the quality of architecture, structures, and building systems as a means of mitigating the impact of natural and human-induced disasters.
The amendments entered into force on July 28, 2026. Following these amendments, the Ministry of Housing will develop the new technical standards of the National Building Regulations (RNE).
