Lima Metropolitan Municipality Approves the 2026-2036 Urban Development Plan for Lima Este, with a New Zoning Map and an Updated Road System for Seven Districts
On October 7, 2026, Ordinance No. 2860 of the Metropolitan Municipality of Lima was published in the Official Gazette El Peruano, approving the Lima Este 2026-2036 Urban Development Plan (hereinafter, the "PDU," by its Spanish acronym), which has been in force since October 8, 2026.
Among other aspects, the PDU, published on the institutional website of the Metropolitan Planning Institute, incorporates the following relevant changes:
1. New Zoning
The PDU approves a new zoning map for the districts of Ate, Chaclacayo, El Agustino, La Molina, Lurigancho-Chosica, San Juan de Lurigancho, and Santa Anita.
Establishments holding a valid operating license will retain the zoning and the use authorized. They will also retain the ability to process license amendments, ITSE (Technical Safety Inspection) renewals, building permits, and any other administrative acts necessary for the conduct of their activities, without being subject to the time limitation provided under the Framework Law on Operating Licenses.
2. Road System
The PDU updates the Metropolitan Road System in Lima Este, whose new road classification will also apply to the upcoming updates of PLANMET 2040 and of the other PDUs of Metropolitan Lima.
3. Road Easements as Registry Encumbrances
Ordinance No. 2680 provides that road easements (afectaciones viales) are to be recorded as technical encumbrances in the registration entries of properties that fall, wholly or partially, within the relevant regulatory road section. The registry recording will be requested by the Metropolitan Municipality of Lima, in the case of metropolitan roads; by each district municipality, in the case of local roads; and by the Ministry of Transport and Communications, in the case of National Road Network roads.
4. Obligations of District Municipalities
- Within 180 calendar days, they must supplement the Index of Urban Uses and Business Activities (Índice de Usos y Giros Urbanos) and approve their Regulation on Operational Levels. In the meantime, the indexes currently in force shall apply insofar as they are compatible.
- Within 360 calendar days, they must prepare their District Urban Plan.
- Within 360 calendar days, they must regularize and register their municipal real estate assets, and subsequently submit the plan of such properties to the Metropolitan Planning Institute (IMP, by its Spanish acronym).
5. Pending Proceedings
Urban development, building, and operating license proceedings initiated under the rules in force prior to the approval of the PDU shall remain subject to such rules until their completion.
